Finance and Operation Manager – Yemen (National position) At War Child Canada

Position Summary

War Child Canada’s programs and operations in Yemen are at the start-up phase. We are planning to build an active presence and operational set-up focusing on economic empowerment, education, and child protection. We are looking for a seasoned Finance and Operation Manager, who can lead on our finance and support function. The Finance and Operation Manager is a member of the War Child Canada’s Senior Management Team (SMT) and reports to the Country Director. They will lead on finance and grants management, oversight of operational and security management. The position holder will also maintain dotted line with the HQ finance and grants teams.

Key Areas of Responsibilities:

Finance and Grants Management (40%)

  1. Development of robust financial control system (policies, manual, guidelines, bank reconciliations, cash management etc.) that is in line country laws and WCC standards
  2. Ensure accurate data entry into ledger accounting system, lead improvement and system enhancement work, ensuring good housekeeping
  3. Lead on country budgeting; monitor spending and support program team with preparation of accurate and realistic donor budget
  4. Lead on the financial reporting to HQ and donors. Focus on continuous improvement and ensure that reports are of high quality.
  5. Ensure full compliance to applicable taxes, and country labor and financial laws
  6. Ensure full compliance with donor contracts, regulation, spending and reporting
  7. Monitor partners financial management as far as it relates to War Child-funded projects, ensuring compliance with War Child and donor rules and regulations
  8. Conduct at least twice a year monitoring/audit of the local implementing partners
  9. Lead the implementation of new accounting and grant management software in Yemen with support from the HQ finance and grants teams

Administration (30%)

  1. Lead on the coordination with host country ministries, ensure War Child Canada’s Principal Agreement and other legal requirements are valid and up to date
  2. Support with processing of work-permits and visa for expats, consultants, and visitors – serve as a focal point with relevant ministries and immigration authorities.
  3. Lead procurement process for all active projects and review trackers.
  4. Oversee supply management (ensuring GRNs and other required documents for the supply made by vendors are according to the agreement / Purchase order
  5. Supervise transportation system (fleet management), if any
  6. Oversee office supply, including workplace supply, kitchen supply, meeting maintenance.
  7. Oversee office inventory and lead inventory management including period updates, reconciliation with record, file updates and disposals.
  8. Ensure to provide good workplace and sufficient on time support to staff in term of stationary, equipment, and furniture.
  9. Update filing system and ensure all necessary documents are obtained and archived.

Security Management (10%):

  1. Support the Country Director with regular scanning of political and security context, develop and update security plan, standard operating procedures, contingency, and scenario plan; ensure response measures are in place
  2. Conduct regular assessment of operational areas in consultation with the local partners – assessment should include of actors mapping, identification of drivers of conflict and advising program team of conflict sensitive approach to all programs
  3. Support the Country Director to develop information/intelligence gathering system, provide written analysis on political and security environment, and provide timely advise to the senior management team if adjustment/changes in the program are needed
  4. Develop and adopt security alert system for staff – advise on movement, field visits and logistical arrangements
  5. Ensure security upgrade and apprentices; technology and security equipment are in place at the WCC compound
  6. Ensure that the Security Management Plans are clearly understood by all staff and agree to abide by all policies and procedures in place.
  7. Maintain key contacts – security agencies, security focal points from other NGOs, police, hospitals, UNDSS, – keep themselves and the CD fully informed of the changing context and measures adopted by other that can be used/replicated
  8. Work closely with partners to Map key power brokers, actors (both state and non-state) and propose engagement strategy
  9. Build inter-personal relationship with government ministries and authorities, who can be reached out in emergency

Strategic support to SMT (10%)

  1. Actively contribute to the senior management team (SMT); by providing timely and accurate information analysis on the financial health of the organization
  2. Assist the Country Director and SMT with country strategic planning, annual planning, programmatic and geographical expansion

Staff Management (10%)

  1. Install effective team management structure and processes: e.g., individual staff annual performance objectives are set, weekly team meetings, teamwork plan, 1:1 meetings and their written record to track progress on performance, take disciplinary actions where required
  2. Recruit staff and manage their performance.

Academic Background and Knowledge

  • Master’s in finance or in business administration with specialization in finance or accounting.
  • At least 5 years of senior management experience including developing and implementing financial policies and control procedures with preference in the non-profit sector
  • Demonstrable knowledge and experience of successful financial management with preference in conflict or post-conflict zones
  • Knowledge of Yemen taxation, labor laws, and financial reporting requirement for NGOs
  • Demonstrable experience of building capacity of staff
  • Previous experience in Yemen is mandatory
  • Arabic language skills are mandatory
