Chemonics seeks a Finance and Operations Director for the live five-year $40M USAID-funded Public Health Supply Chain Activity in Madagascar.
The purpose of this activity is to strengthen Madagascar’s technical capacity and efforts to achieve an integrated public health supply chain, increasing the availability of quality health commodities for the population in accordance with national policies, standards, and procedures. The activity will support both the public and private sectors, local associations, and NGOs through grants, and it will explore underused actors to optimize the last mile distribution network with local solutions in transportation and logistics. This initiative will complement other partner-funded initiatives at the country level focused on last mile distribution.
The Finance and Operations Director will oversee the financial operations of the office and project, ensuring compliance with USAID regulations and Chemonics policies. This role will be responsible for general operations within the office, including administration, logistics, procurement, and human resources management. The Finance and Operations Director will ensure the financial integrity and operational efficiency of the project, supporting the achievement of program targets.
Key Responsibilities:
- Oversee all financial operations of the office and project, including budgeting, forecasting, and financial reporting.
- Ensure compliance with USAID regulations and Chemonics policies in all financial and operational activities.
- Manage general office operations, including administration, logistics, procurement, and human resources management.
- Develop and maintain financial systems and processes to support effective project implementation.
- Collaborate with the Chief of Party, Deputy Chief of Party, and other key staff to ensure financial and operational support for program activities.
- Monitor project expenditures and financial performance, providing regular updates and reports to the Chief of Party and USAID.
- Lead financial and operational capacity building for local partners and staff.
- Serve as the primary point of contact for financial and operational matters with USAID, the Madagascar government, and other stakeholders.
- Ensure the integrity and efficiency of the project’s financial operations, implementing best practices and continuous improvement strategies.
Qualifications:
- Minimum 7 years of experience in supporting public, private, and/or commercial health supply chain activities; previous USAID or donor experience preferred.
- Bachelor’s degree in a relevant field; advanced degree preferred.
- Strong ability and desire to work collaboratively with the Madagascar government, international donors, private sector, and local partners to achieve program targets.
- Demonstrated leadership, versatility, and integrity.
- Fluency in spoken and written French required.
