Chemonics seeks a finance and operations director for the Serbia Energy Security Project. This five-year program will support a variety of approaches to build the capacity of energy-sector stakeholders, most notably the Ministry of Mining and Energy (MoME) and local governments, to develop transparent regulatory frameworks, tariff methodologies, and improvements in the operations of energy companies. This position will be based in Serbia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities for the Finance and Operations Director include:
- Oversees program operations, including finance, budget, grants, human resources, contractual compliance, and procurement
- Oversees and ensures compliance of activity fund with USAID rules and regulations and Chemonics’ policies
- Oversees program’s overall finances and finance-related documentation, and ensures compliance with USAID rules and regulations, and Chemonics policies
- Manages all required documents for audits
- Oversees recruitment and onboarding processes in compliance with Chemonics’ established procedures and labor laws
- Manages all personnel matters, and ensures files are complete and compliant with Chemonics’ policies, local labor laws, and USAID regulations
- Manages annual performance assessment process and works with employees and supervisors to prevent and/or resolve employee relations issues
- Supervises grants manager, accountant, bookkeeper, and administrative assistant
- Reports to chief of party
Qualifications:
- Bachelor’s degree or equivalent in business administration, project management, public administration, or similar field; advanced degree preferred
- Minimum seven years of experience in USAID or other large donor-funded project management, including direct field-based experience supervising grants under contract portfolios
- Fluency in and experience with USAID or other large donor-funded project budget management, accounting, and finance
- Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
- Direct field-based experience supervising procurement and project compliance with USAID’s rules, regulations, and ethical conduct policies
- Strong management and leadership skills; knowledge of human resources policies and procedures
- Demonstrated leadership, versatility, and integrity
- Fluency in English
