Overview of position
- The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd November 2022 in South Africa.
- For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
- The Finance & Procurement Advisor under the general supervision of NRC Logistics & Finance Deputy Commissioner, S / he will support the commission with smooth & efficient DDR program financial management in accordance with NRC procedures.
Role objectives
- Prepare program strategic annual & quarterly financial plan based on the analysis of program financial forecast & submit for management approval.
- Advise the management on cost effective fund utilization options & strategies that the program should take.
- Develop financial management mechanisms that minimize financial risk.
- Follow fund inflow plan by donors & ensure timely disbursement & collection.
- Identify the purpose to which pledged resources are intended for.
- Daily ensure that expenditures are recorded by source & purpose intended.
- Maintain the organization financial commitments.
- Provide financial data & information needed for project implementation.
- Analyze everyday financial activities & subsequently provide advice & guidance to upper management on future financial plans & use of the fund.
- Oversight fund utilization & ensure sufficient budget is available for each activity.
- Advise on proper source of financing for each activity.
- Track timely fund transfer to regions for each phase of the XCs reinsertion & reintegration payments & manage the budget expenditure for each phase of the program.
- Collect & compile regional TSS payment reports & prepare comprehensive financial report satisfactory to donors.
- Assess & anticipate financial risks & advise on possible remedial measures.
- Maintain the financial health of the program.
- Advise project personnel on complying with relevant financial rules, including with donor requirements & standard accounting rules.
- Monitor & interpret cash flows & predict future trends.
- Program financial utilization details to ensure that legal requirements are met.
- Conduct internal control to ensure compliance with the intended purpose of the fund.
- Supervise quarterly & annual account reconciliation.
- Control budgetary status versus authorized spending limits & budgets delivery levels.
- Timely review cash position for accounts to ensure sufficient funds on hand for disbursements.
- Conduct reviews & evaluations for cost reduction opportunities.
- Keep open lines of communication for updates & feedback for the management, donors & stakeholders.
- Produce accurate financial performance reports for each donor as applicable.
- Provide information to auditors on the results of the investigation.
Project reporting
- The Finance & Procurement Advisor under the general supervision of NRC Logistics & Finance Deputy Commissioner.
Key competencies
- Graduate degree in finance & accounting.
- At least 4 years (with a bachelor’s degree) or 2 years (with a master’s degree) of combined & relevant experience in financial management, budgeting & auditing in government & donor supported programs & projects, with 2 years working at the managerial level.
- Excellent interpersonal & communication skills.
- Strategic thinker with strong analytical & planning skills.
- Highly organized, with the ability to manage multiple priorities & meet deadlines.
- Proficiency in MS Office.
- Fluency in English & Amharic is required.

- This role has no team management responsibility.
