Finance Assistant At Chemonics

Chemonics seeks a Finance Assistant for the UK Government-funded Western Balkans Rule of Law Initiative: Serious Organised Crime (WBROLI SOC). The WBROLI SOC Finance Assistant will report to the Operations and Finance Manager and will provide support to the Finance Manager for day-to-day tasks, ensuring financial compliance with Chemonics corporate and HMG donor requirements. This position will be based in Montenegro. We are looking for individuals who are passionate about strengthening criminal justice systems and generating long-term change.

This £7 million, 3-year programme’s primary objective is to reduce the threat and impact of SOC, including illicit financial flows and corruption, in the Western Balkans and impacting the UK. It will do this in two ways firstly, by delivering criminal justice programming in Kosovo and Montenegro working mostly with justice service providers and secondly, by delivering transparency & accountability programming in Albania, Bosnia Herzegovina, North Macedonia and Serbia working with government, civil society and media. Programming will include technical assistance as well as support through a grants facility. WBROLI SOC will also explore the scope for regional convening and sharing of lessons learned. WBROLI SOC begins implementation is beginning with a brief scoping phase from January to April 2022 and will then transition into delivery in May 2022.

The Finance Assistant will be based in Podgorica, Montenegro, but will provide support for the programme across the Western Balkans. We are looking for people who have a good eye for detail and are well-organized.

Principal duties and responsibilities

  • Handle petty cash and check the daily balance according to the project’s petty cash policy.
  • Enter accounting transactions into the Chemonics accounting software (ABACUS) and submit transactions for the Finance Manager to review
  • Assists in the review of monthly timesheets and payroll transactions
  • Maintain systematic and organised physical and electronic finance files
  • Assist in the preparation of financial reports
  • Support the Finance Manager in conducting regular reviews of the finance files
  • Ensure full compliance with applicable local labour and taxation laws
  • Perform any other appropriate tasks that support the overall project, as assigned by the Finance Manager or Team Leader

  • Support OFM in cash flow forecasting and planning processes

Required Skills and Qualifications

  • Bachelor’s degree in Accounting, Business Administration or a similar discipline required
  • Minimum of 2 years relevant work experience
  • Experience working on a UK government or other donor-funded project, preferred
  • Excellent interpersonal and communications skills
  • Able to exercise confidentiality and a high level of professionalism
  • English fluency required
