Finance & Contract Director at John Snow

John Snow Inc. (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a potential Finance & Contracts Director (FCD) to support the USAID-funded Zambia Program for Advancing Supply Chain Outcomes Activity (PASCO). The FCD will be part of the Senior Management Team (SMT), and will be required to have strong supply chain technical expertise, and deep knowledge and experience implementing supply chain interventions, preferably in Zambia. The goal of PASCO is to ensure sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening capacity for transportation and distribution systems, including involvement of locally owned Zambian logistics companies. The activity will be carried out by JSI and several partners that are providing technical and local expertise.

The Finance & Contracts Director will oversee project financial, accounting, operational and administrative activities, including human resource management, information and communication technology, grants management, and procurement. The Director will ensure that the financial systems and internal controls that are in place comply with US Government and JSI/HQ policies and procedures. S/he will provide management support to the successful implementation of program activities. The FCD will work closely with, and under the direct supervision of, the Chief of Party.

RESPONSIBILITIES
The FCD responsibilities include the following:

  • Provide financial management and administrative oversight of the team’s activities under the contract and for the implementation of program activities.
  • Ensure the complete documentation and accountability of all financial transactions.
  • Ensure accurate and timely financial information is presented to USAID, management, and project staff for decision-making.
  • Work with project and sub-partner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for project funds.
  • Coordinate with the COP to ensure that strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion.
  • Update and monitor the annual budget, review variations, and share findings with the Chief of Party and JSI HQ for action as needed.
  • Ensure the management and compliance of all JSI activities under the Project are in line with financial requirements of USAID, JSI and the local laws and statutes.
  • Provide training and/or guidance to staff on financial controls and operational systems.
  • Ensure cost effectiveness and reasonableness of all allocated expenses for the project.
  • Develop and review monthly, quarterly and annual financial statements/reports for USAID and JSI HQ.
  • Other duties as assigned by the Chief of Party.

Project Operations

  • Oversee development, implementation of, and compliance with Project Operations, Local Hire Employee, and JSI Field Office Safety and Security Manuals.
  • Oversee development and implementation of human resources protocols and procedures, including but not limited to timesheets and payroll, benefits and leave, grievance resolution, confidential personnel management systems, training and staff development, and recruitment, onboarding, orientation, performance reviews and terminations.
  • Develop and oversee systems to hire and monitor consultants.
  • Oversee procurement processes and inventory management, and contribute as team member to service provider selection process.
  • Ensure all procurements, including documentation, are in compliance with USAID and JSI regulations.
  • Oversee proper inventory acquisition, management and disposition.
  • Oversee the operation and maintenance of vehicles needed for the implementation of project activities.
  • Recruit, train, and supervise qualified finance and operations staff.
  • Liaison with USAID and GOZ agencies as needed.

Contract Oversight and Management of Third-Party Logistics (3PL) Providers

  • Ensure the receipt and validation of invoices from 3PL service providers
  • Review all 3PL invoices to ensure that they are supported by proper documentation and countersigned by the 3PL.
  • Develop systems for recording and attending to all Proof of Delivery, invoice and payment queries until resolved.
  • Support Project team regarding compliance with USAID rules and guidelines regarding insurance for commodities in the pipeline, whether in storage and/or in transit.
  • Submit stock status and distribution reports (including POD records) per the contract schedule and upon request to USAID/Zambia, the MOH, ZAMMSA, and JSI HQ.

QUALIFICATIONS

  • Minimum Master’s degree in business administration, finance, accounting, or other relevant field with a minimum of eight (8) years experience, or a Bachelor’s or certified accounting degree with a minimum of ten years experience.
  • Minimum eight (8) years of work experience at a senior level finance and operations position with an international organization working with USAID on large scale, complex projects of more than $10m.
  • Advanced knowledge and experience with accounting software QuickBooks.
  • Demonstrated knowledge, skills, and experience in accounting, financial planning and management, contracts management, and procurement, among others.
  • Demonstrated supervisory experience.
  • Excellent interpersonal and communication skills.
  • Must be based in, or willing to relocate to Zambia for the duration of the activity.
