Finance Coordinator At Danish Refugee Council

We are looking for a highly qualified, self-motivated Finance Coordinator who is able to coordinate Finance activities and work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.

DRC is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

Danish Refugee Council main program objectives (2018-2020) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts
  2. To reduce displacement related risks and support and facilitate solutions
  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.

Overall purpose of the role:

The Finance Coordinator, under the management of the Head of Support Services, will provide support in all Financial, [GG1] [AG2] functions in DRC/DDG South Sudan Mission including accounting, budgeting, financial reporting, grant financial management and compliance and, payments, and payroll[GG3] [AG4] . She/he ensures compliance with donor regulations as well as DRC/DDG’s internal policies and procedures and provides support to the Areas assigned. She/he works extensively with Area Managers, Country Finance and HR/Admin Manager, while coordinates with Grants team and Area Supply Chain Coordinator. S/he will be assigned Areas and Grants.

Responsibilities

Grants Related

  • Financial proposals: responsible for all related actions (consolidating, checking, narrative, fine tune) regarding proposals of the Grants assigned by her/ his line manager
  • Reporting: responsible for all reporting related actions (creating, correlating, consolidating) regarding of the Grants assigned by her/ his line manager
  • Budget re-alignments: responsible for all related actions (consolidating, checking, narrative, fine tune) regarding audits of the Grants assigned by her/ his manager
  • Audits: Coordinating, following up internal protocols, consolidating documents, regarding audits of the Grants assigned by her/ his manager
  • Resource Scheduling in MS Dynamics, regarding audits of the Grants assigned by her/ his manager.

Area Related

  • Responsible for all Journal Posting in MS Dynamics in her/his Area(s), as they assigned by his/ her manager.
  • Rebooking Posting in MS Dynamics, in her/his Area(s), as they assigned by his/ her manager.
  • Cost Invoicing in MS Dynamics in MS Dynamics, in her/his Area(s), as they assigned by his/ her manager.
  • Salaries/ Time sheet Posting, in her/his Area(s), as they assigned by his/ her manager.
  • Area Master Budget updating, monthly or on every new Grant applied/ added in her/his Area(s), as they are assigned by his/ her manager.
  • Area Finance Staff Training/ Capacity building of staff on financial and accountability matters in her/his Area(s), as they are assigned by his/ her manager.
  • Technical Support of Area Manager on Financial Issues in her/his Area(s), as they are assigned by his/ her manager.
  • Technical Support on MS Dynamics on Area Finance Officers in her/his Area(s), as they are assigned by his/ her manager.
  • Area Finance Staff Training/ Capacity building of staff on financial and accountability matters in her/his Area(s), as they are assigned by his/ her manager.

Master Budget

  • Lead the continuation of development of the DYN Master Budget Modality
  • Work with HoSS and Finance Manager on details of implementation
  • Update and maintain the MB in DYN at least quarterly or ad-hoc, needed be
  • Ensure proper GAP analysis and inform the HoSS regarding the usage on
  • Communicate with relative HQ staff about trouble shooting

Coordination

  • Participate in all Support Services coordination meetings, representing her/his Areas as they are assigned by his/ her manager.
  • Participate in all Open/ Closure Grant Meetings, representing her/his Areas as they assigned by his/ her manager.
  • Participate in all Go/ No Go meetings, representing her/his Areas as they assigned by his/ her manager.
  • Working closely with the other Support Services Manager, exchanging information, coordinating budgeting, reporting and auditing.
  • Working closely with Finance and Human Resources Manager, receiving technical guidance and ensuring the proper technical follow up of Financial and HR policies in her/his Area(s), as they assigned by his/ her manager.
  • Working closely with Grants Management Coordinator, ensuring all Grant related compliance in Finance and HR are being Communicated and delivered in the field.
  • Working closely with Area Supply Chain Coordinators, to ensure regular flow of information between Finance, HR and Supply Chain.

Accountability

  • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Program Handbook Annex 15 and related tools).

About you

Bachelor’s degree or equivalent in accounting or finance is required Four or more years of progressive financial management experience is required.

  • Four years’ experience in grants management as well as an understanding of donor regulations.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Advanced computer skills in MS Office programs, particularly Excel
  • Knowledge on MS Dynamics will be a strong asset
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills
  • Arabic language (or other local languages common to South Sudan), will be an added advantage

We offer

Duration: 12 months renewable contract subject to Performance and Funding.

Duty Station: Juba – South Sudan ( (85% in the field and 15% in Juba)
