Background
The Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) has been working in Afghanistan since 2002, implementing projects in the field of health, nutrition and disaster preparedness. The programs are coordinated from the office in Kabul. As the humanitarian situation in Afghanistan continues to deteriorate, with growing needs amongst internally displaced people (IDPs), others struggling with the impact of conflict and natural disasters and communities exposed to communicable diseases coupled with challenges for some populations to access basic services. To address these challenges Johanniter is implementing various projects in close collaboration with local partner NGOs in several Provinces (presently Badghis, Khost, and Kabul).

In a Nutshell
■ be accountable for the capacity building of the Afghanistan country office finance team and the over-view of all finance matters related to the Johanniter programs in Afghanistan.

What you will do:
Strategy and vision
■ Actively support the values of Johanniter and shape the programme work accordingly
■ Together with the Head of Mission and Fi-nance Controller / Finance manager, you will ensure the development and implementation of the Johanniter International Assistance
Training and Capacity Building
■ Assess the capacity building needs of the country office finance team
■ Develop concepts and proposals for financial capacity building in consultation with the head of mission and deliver on time
■ Develop a capacity building plan for the na-tional finance team and build their capacity on all fields related to finance and operations
Accountancy
■ Assure Johanniter’s financial procedures comply with laws and regulations regarding government and donor financial obligations
■ Assist in filing documents, allocate expenditures, register vouchers, check balances
■ Monthly field accounts and timely preparation of fi-nancial reports for donors and HQ (monthly closing, bank transfers, cash requests, travel claims) in com-pliance with donor and Johanniter procedures
■ Manage bank accounts, money transfers and main-tain good cash flow in compliance with guidelines of donors and Johanniter
■ Supervise payment orders and improve payment procedures
■ Organise and coordinate internal/external audits and ensure relevant recommendations are implemented
■ Take measures for cost controlling in consultation with the Head of Mission
■ Set-up and maintain a systematic and complete fil-ing system for all donor and audit-relevant docu-ments (financial documents)

Budget Management
■ Review and revise overhead and project budgets, budget revisions and extensions in compliance with financial guidelines of donors and Johanniter
■ Monitor budgets, give relevant advice con-cerning financial matters and inform Head of Mission, Project Coordinators and HQ desk of-ficer regularly on financial status
■ Verify and support partner organisations with financial reporting
■ Preparatory review of proposals and grant agreements/contracts prior to submission to the donors/HQ including liaising with the pro-grammes team ensuring programme proposal correlates with organisational budged and guidelines
Administration
■ Assist in set-up and maintaining a systematic hard and soft copy filing system for all finance related administrative matters
Other:
■ Represent Johanniter in relevant forums and networks, as and when needed, in consulta-tion with the head of mission
■ Regularly coordinate all above mentioned as-pects with the Head of Mission and the Desk Officer and Controller in Berlin
■ Assist the country office team in developing guidelines and templates
■ Support Head of Mission in all other tasks.

What you bring:
■ University Degree in Business Administration / Accountancy or equivalent degree OR relevant work experience in similar position
■ At least 5 years of experience in accounting, financial management in the field of humani-tarian aid / development cooperation and ex-perience in a managerial/leadership position
■ Experience in working with public donors
■ Ability to write reports and work instructions
■ Working experience in Afghanistan is a plus

■ Financial Management
■ Proficient user of accountancy and financial soft-ware experience in SUN-Systems is a plus
■ Excellent reporting and computer skills
■ Fluent in English and local languages
■ Excellent verbal and written communication
■ Knowledge of German is desirable
■ Cultural sensitivity and team competence
■ Sense of delegation and commitment to local capac-ity building
