The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Finance Delegate for East Africa (m/f/d), Kampala, Uganda

GRC is currently seeking a Finance Delegate (m/f/d) for East Africa

The Finance Delegate will be based in Kampala, Uganda, and will be responsible for the financial and administrative management of projects in Uganda, Ethiopia and Somalia. The Delegate will be part of an experienced international team under the line-management of the Head of Office for Uganda, Ethiopia and Somalia.

The overall responsibility is securing the financial management (including prevention measures of fraud and corruption) of the projects in the respective area, especially of donor funded projects (FFO, BMZ and EU) and to support the delegation in administrative & logistics tasks. The Delegate will ensure that GRC financial, administrative and standard operation procedures are applied and maintained and where necessary strengthened and improved.

Duration: starting as soon as possible for an initial 12 months (we are aiming for longer employment).

Location: Kampala, Uganda

Main duties & responsibilities:

  • Overall responsibility of the financial management of projects
  • Ensure that all procedures and reports comply with GRC and donor standards and specifications (German FFO, BMZ and EU), including regular monitoring trips to Ethiopia and Somalia
  • Further development and adaptation of effective and efficient financial management systems for the GRC delegations in Close cooperation and coordination with the finance officer in German Red Cross Headquarters
  • Strengthen the capacity of local finance staff by trainings and contributing to increased ownership and expertise in financial management of the GRC projects
  • Training of delegation staff, local counterparts, and if applicable other delegates and volunteers in donor regulations and financial software administration
  • Apply risk management in financial matters, implement anti-fraud and anti-corruption procedures in close cooperation with the HoO and the Head of International Financial and Administration Department
  • Support logistics and procurement procedures
  • Represent GRC and liaise with IFRC, ICRC and other Red Cross Movement partners on financial matters

Required Competencies & Skills:

  • Academic training in economics and/or financial management
  • Proven experiences in bookkeeping and accounting of international humanitarian / development organizations (minimum of 3 years work experience)
  • Proven experience in financial reporting and administrative issues (minimum of 5 years work experience)
  • Experience in logistics and procurement
  • Working knowledge of donor requirements (Federal Foreign Office, BMZ, ECHO)
  • Excellent computer skills in MS office and common accounting software
  • Work experience within the Red Cross/Red Crescent Movement is a strong asset
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Willingness to travel
  • Ability to work independently and as a team member in multi-cultural environments
  • Oral and written fluency in English; German would be an asset
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
  • Valid International Driving Permit (IDP)

In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment.
