Finance Director At Adventist Development and Relief Agency International

SUMMARY:

Under the supervision of the Country Director, the Finance Director will dedicate 100% of his/her time to leading, coordinating, and ensuring the high-quality implementation of all activities in the finance department, as well as ensuring timely reporting and compliance with donor rules and regulations. S/He will have overall control and responsibility for all financial aspects of the organization’s strategy and is expected to analyze figures and implement recommendations based on these findings, with the most profitable outcomes.

RESPONSIBILITIES:

The Finance Director will be responsible for but not limited to the following tasks:

  • Treasury
  • Administration of the Agency’s project and administration bank accounts
  • Ensure that bank reconciliation is prepared promptly, and appropriate action is taken where necessary.
  • Recommend to the Board the opening and closing of bank accounts.
  • Monitor the bank balances and ensure sufficient funds are available before making any disbursements.

Approval of donor fund requests as per contract stipulations.

  • Accounting
  • Keeping accounting records current and auditable
  • Ensure the completeness and accuracy of accounting records.
  • Ensure that supporting documentation for all accounting transactions meet, at the very least, the minimum requirements of the agency and donors.
  • Ensure that all budget changes are duly reflected in the agency’s accounting system.
  • Ensure that an internal control system is in place and properly implemented.
  • Ensure the production of timely monthly financial statements and other financial reports as needed.
  • Ensure timely submission of monthly financial statements to the ADRA Yemen Board, to the donors and to the programs management staff.\
  • Ensure the set-up of new project books and regular back-ups of finance data.
  • Ensure that payroll obligations arein accordance with work contracts.
  • Ensure compliance with year-end financial closure procedures.
  • Ensure adequate preparation for Audits.
  • Budgets and Contracts
  • Familiarity with all contracts/grants and their budgets
  • Responsible for reviewing the financial budgets of project proposals before submission to donors.
  • Responsible for the preparation of new project budgets.
  • Must be familiar with all donor requirements related to finance.
  • Must be familiar with all contracts and budgets.
  • Prepare and monitor administration budget and cash flow planning for administration and projects.
  • Review budget realignment requests.
  • Responsible for administration budget management.
  • Authorization of transactions
  • Responsible for authorizing transactions as approved by the Board/ADCOM.
  • Ensure the agency’s asset management system is accurate and current.
  • Responsible for the insurance of assets and claims process.
  • Responsible for a recommendation of asset disposal to ADCOM.Work closely with the Country Director and Project Managers/ Coordinators on all financial matters.
  • Ensure regular updates on tax and legal issues and compliance.
  • Any other duties as assigned by the supervisor
  • Responsible for monitoring Finance and Administrative staff in the head/field offices and building their capacity.
  • Assist Project Managers/Coordinators in the hiring and selection of project finance staff.
  • Ensure the setup of accounting systems in the field offices.
  • Ensure training and participate in the Performance Appraisal of finance staff.
  • Review, assess and monitor the field offices internal control systems.
  • Develop a Capacity Building plan for the finance team capacity in coordination with the HR department.
  • Others
  1. Develop financial strategies by guiding the ADRA Finance team to establish goals and matching goals to situations with appropriate financial plans.
  2. Put in place the necessary procedures, practices, and training to fill capacity gaps and strengthen the Finance Department.
  3. Participate in developing a contingency plan for the Finance department.

QUALIFICATIONS AND SKILLS:

  1. Bachelor or MBA Degree in Accounting and Finance
  2. At least ten years of experience working in a related field, preferred to work with humanitarian sectors
  3. Well-developed skills in setting priorities, coordinating tasks and a proactive approach to work.
  4. Ability to organize a team of accountants and finance staff and coordinate with other department and program directors about financial management of ADRA Yemen
  5. Ability to function efficiently under tight deadlines and stressful situations.
  6. Ability to analyze large amounts of information and make an appropriate decision based on the analysis.
  7. High level of personal and professional integrity and the ability to make consistent decisions.
  8. Clear communication skills in a multicultural team.
  9. Excellent organizational and management skills. Very well-organized and structured work style;.
  10. Fluency in oral and written English. Able to work both independently and as part of a team in a multicultural environment.
  11. Fully computer literate.
  12. Strong presentation and effective communication skills.
  13. Knowledge of the organization’s disciplines and ethical behaviors.
  14. Sensitivity to ethnic, sex, or cultural differences and ability to adapt to different contexts.
