ORGANIZATIONAL CONTEXT

WFP established a Multi-Country Office in Barbados to provide technical assistance and capacity strengthening programming across 22 countries and territories in the English and Dutch-speaking Caribbean. Across the Caribbean, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing.

JOB PURPOSE

The purpose of this consultancy is to support the collation, maintenance, analysis and reporting of information to maximize the effectiveness of financial and administrative services. The Finance and Management Services Officer will work under the supervision of the Deputy Country Director and in close collaboration with functional areas providing guidance and reliable services in the areas of finance and administration to the overall operation.

KEY ACCOUNTABILITIES (not all-inclusive)

Finance

  • Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
  • Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies, and processes to meet the food assistance needs of beneficiaries within the Country.
  • Analyse and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  • Monitor and analyse budgets for new and ongoing projects according to established corporate procedures and requirements.
  • Deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.
  • Represent as alternate to internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Any other related duties as assigned.

Management Services

  • Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP staff.
  • Where necessary, undertake basic human resource functions related to staff benefits, recruitment of local staff, and training.
  • Support management of existing resources in the area of responsibility (WFP managed facilities, assets, protocol, travel management, fleet and micro purchase order) and assists in identification of new requirements aiming at efficiency, cost effectiveness and timelines of operations and services.
  • Facilitate the compliance of the services provided with the Corporate Occupational Safety and Health facility.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative services.
  • Any other related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience.

Experience: At least 5 years of related professional experience, and existing knowledge of WFP Finance and Administrative operating standards and procedures is desired.

Language: Fluency in both oral and written communication in the English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience reviewing and analyzing financial reports.
  • Has experience implementing accounting and internal control processes.
  • Experience performing basic financial analyses and reconciliations at a national and/or field operational level.
  • Experience managing financial transactions and has gained experience in administration.
  • Demonstrate a high level of proficiency in WFP Finance and administrative operating standards in day-to-day work.
  • Has provided coaching or training to new staff members within area of expertise.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Excellent influencing and communication skills, both written and verbal
  • Good training facilitation skills, industrious, calm, mature, logical, culturally sensitive, result oriented and with interest in humanitarian development.
