As the Finance Manager will play a pivotal role in overseeing all financial operations across the organization, ensuring compliance with organizational policies and donor regulations, managing budgeting and financial reporting, and providing strategic financial guidance. This role requires close coordination with IMPACT HQ and local partners to ensure effective financial management and support for current activities and future growth.
Key Responsibilities:
Financial Management and Reporting
- Lead financial operations on budgeting, financial reporting, grants management, BVAs, and external audits to ensure accurate and compliant financial practices.
- Oversee the preparation of monthly, quarterly, and annual financial statements.
- Oversee financial management of the programs, including preparation of regular financial reports and other program documents to provide accurate financial insights.
- Ensure timely submission of financial reports and compliance with reporting requirements to maintain accountability.
- Review and verify financial transactions including procurement requests to ensure proper authorization and recording.
- Track and report on grant expenditures and ensure alignment with project budgets.
- Monitor financial performance and provide regular updates to the SMT and the board.
Internal controls and Compliance
- Develop, implement, and maintain robust internal financial control systems.
- Ensure compliance with IMPACT policies and donors’ regulations to uphold financial integrity and accountability.
- Implement financial systems in accordance with the IMPACT Finance Manual and donor regulations to ensure transparency and effectiveness.
- Ensure compliance with local and international financial regulations and laws
- Conduct regular financial audits and risk assessments.
Budgeting and Forecasting and Grants Management:
- Develop and update programs budgets with the SMT to ensure accurate and current financial planning.
- Implement grant budgeting and forecasting systems to maintain effective financial planning and management.
- Work with HQ finance team on cost allocations including salaries, activities, and shared costs to ensure accurate financial distribution.
- Track and report on grant expenditures and ensure alignment with project budgets.
Cash Flow and Treasury Management:
- Maintain banking relations and monitor cash flow to ensure smooth program implementation and subgrants.
- Plan, manage and monitor cash flow to ensure liquidity and smooth operation of the programs
Policy Development and Training:
- Develop and implement financial policies and procedures to ensure effective and efficient use of program funds.
- Provide training and technical assistance to local teams and partners on financial management and compliance to enhance their financial capabilities.
Logistics and Procurement:
- Oversee logistics and procurement in compliance with IMPACT and donors’ regulations to ensure proper procurement planning.
- Manage organization’s inventory to track assets and maintain inventory records.
- Oversee all administrative functions including logistics, travel, and office management to ensure smooth operations.
Coordination, communication and Support:
- Coordinate with IMPACT HQ on financial and operational matters to maintain alignment and support.
- Coordinate with team members and heads of units to ensure coherent team operations and information flow.
- Support the Programs Director in all aspects related to operations and finance to ensure effective program management.
- Communicate financial information clearly to non-financial stakeholders.
- Represent the organization in financial discussions with donors, partners, and stakeholders.
Team Leadership and Development
- Manage and mentor the finance team.
- Support performance evaluations and provide professional development opportunities.
- Foster a culture of continuous improvement within the finance team and functions.
Strategic Financial Planning
- Provide strategic financial advice to support the organization’s mission and goals.
- Participate in strategic planning and provide financial projections.
- Advise on financial implications of organizational activities and initiatives.
Qualifications We Are Looking For:
- Bachelor’s degree in finance, Accounting, Business Administration, or a related field. Master’s degree preferred.
- Professional accounting qualification (CPA, ACCA, or equivalent) is highly desirable.
- Minimum of 8 years of experience in financial management, preferably within an NGO or international development organization.
- Strong knowledge of USG rules and regulations and other donor requirements.
- Proven experience in budgeting, financial reporting, and grants management.
- Proficiency in financial software such as NetSuite, QuickBooks, or similar systems.
- Excellent organizational, analytical, and problem-solving skills.
- Excellent oral and written communication skills in English and Arabic.
- Intermediate proficiency in German is preferred.
- Strong interpersonal and communication skills, with the ability to work effectively with diverse teams.
- High level of integrity and ability to handle confidential information.
