Founded in 2011, International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian actors in humanitarian access and security management by establishing coordination platforms in risk areas.

INSO provides registered NGOs with free services including real-time incident tracking, analytical reporting, data, mapping, crisis management support, staff orientations and training.

Registered in the Netherlands with its headquarters in The Hague, INSO provides daily support to more than 1400 NGOs in 16 countries.

INSO Niger Mission

INSO Niger was opened in 2020 and has over 140 national and international NGOs as partners, as well as several members of the Red Cross and Red Crescent movement. INSO Niger currently covers the regions of Diffa, Tillabéry and Tahoua, providing analysis, security monitoring and security management training to partners as well as facilitating NGO coordination and advocacy for humanitarian access. Summary of functions

The Finance Manager works closely with the Country Director and is responsible for protecting the financial health and integrity of the project by applying appropriate accounting and financial procedures and policies, providing timely and accurate financial information to enable project direction, planning and decision-making, meeting external reporting and audit requirements, guiding staff in financial management, audits and compliance of procedures, among other tasks. This position is based in Niamey and reports to the Country Director.

Main responsibilities

  • Implement the financial management aspects of the mission, including recruitment and orientation of the finance team in accordance with INSO policies and guidelines;
  • Supervise the maintenance of financial records; control and reconcile documentation, upload financial information into the SUN system;
  • Establish a secure archiving system for financial documentation;
  • Provide a clear picture of the project’s financial situation with reports on donor budget compliance or budget deviations;
  • Maintain adequate cash flow for the project, prepare cash requests and monitor donor disbursements;
  • Meet external reporting deadlines; prepare budgets and reports accurately and compliantly; liaise with donors and headquarters;
  • Maintain sound financial practices throughout the project; implement financial working documents and trainings as needed to ensure staff buy-in;
  • Act as focal point during audits, implement internal and external audit recommendations in a timely manner;
  • Review and authorize transactions;
  • Manage the financial department, participate in the recruitment, orientation and training of staff with financial functions.

Job Requirements

  • Fluency in French and knowledge of English (written and spoken).
  • At least 5 years of experience in a similar position in an NGO.
  • Professional accounting degree (CPA, ACCA, ACA, etc.) or master’s degree in finance, accounting, business administration, management or economics.
  • Proficiency in the use of accounting software (preferably SUNSYSTEM), Q&A reporting tool and Excel.
  • Experience in donor/contract management and knowledge of donor policies.
  • Ability to manage multi-donor and multi-year budgets.
  • Great attention to detail and precision.
  • Ability to lead and supervise.
  • Understanding of humanitarian principles and practices.

Terms and Conditions

12 month contract. Monthly salary of €5500 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 3 months with an allowance of €1250, accommodation, comprehensive medical coverage (USA excluded) and life insurance.
