ROLE PURPOSE:

The Finance Manager shares in the responsibility for the overall financial processes and coordination. The post holder will be accountable to the Head of Finance and IT to meet the financial schedules and ensure compliance with regulations. The Finance Manager ensures accurate and appropriate treasury and accounting functions, payment and receipt processing, monitoring, and reporting. The Finance Manager is tasked with ensuring a healthy and productive work environment in Save the Children Thailand (SCT).

Staff reporting to this post: Treasurer and Finance Officer for C&C in Bangkok Office

Indirect: Senior Finance Officers in Field Offices

Budget Responsibilities: none

KEY AREAS OF ACCOUNTABILITY:

Finance Operations:

  • Lead the day-to-day finance operations including the process within Agresso accounting system and prepare monthly report to Regional Office (RO) / Head Office (HO) for a review of Head of Finance and IT.
  • Review the cash vouchers along with the supporting documents, ensure quick payments, effective use of cash management; provide reasonable services to the stakeholders, assist in smooth operations of goods and services procurement,
  • Lead the month end process and ensure work schedules are complete.
  • Check all payments and receipts comply with financial guidelines.
  • Ensure Field Offices receive adequate support to operate efficient accounting systems, including review and feedback on their financial report submissions to SCT providing timely answers to queries, scheduling tasks and deadlines and providing support as required.
  • Provide technical support to partners where needed and training where necessary in financial reporting based on SC requirements. Assist partners in setting up appropriate financial systems to support their development.
  • Manage and monitor bank and cash operations, including cashflow projection and supervising the petty cash system and cash forecasting.

Treasury:

  • Ensure that the SCT operates within its Bank and Cash policies and procedures, including coordinating the funds request from the budget holders and ensuring that the minimum level of cash is in the bank accounts and petty cash.
  • Review monthly fund request to RO/HO; respond to their queries; holding at country level optimal level of fund.
  • Monitor foreign currency exchange exposure and review the Treasury records in the Agresso system.
  • Review monthly fund requests from the budget holder to ensure submission of the availability of funds via TM5 to the Centre Treasury.
  • Ensure the SCT Interest Policy that SCT maximizes interest returns on available funds whilst minimizing risk to available funds.
  • Review the monthly arrears, multiple current bank balance report, FX report, and interest for reporting to Executive Director.

Compliance and Internal Control:

  • Ensure SCT complies with all Save the Children Financial Management Operating Standards and Standard Operating Procedures, including the requirements of the SCI Finance Procedures Manual.
  • Ensure that effective systems are maintained and regularly monitored, to allow data integrity, and efficient processes, and controls, including:
  • Annual accounts and tax statement preparation;
  • Accounting and management information systems;
  • Financial procedures during emergency responses, including meeting all relevant responsibilities in the Rules and Principles for Emergency Response;
  • Expenditure procedures, especially around procurement;
  • Documentation of all controls and procedures;
    • Enforce the organization’s fraud policy and updates financial risk assessment and action plans.
    • Verify that all budget details, including project allocations, timelines, and exchange rates, are correct and align with donor fund summaries.
    • Lead the process of cash count verified by a person independent of the finance operations.
    • Assist the team in finance training for staff in all offices including the field offices, and partners as necessary.
    • Identify and report key risks, especially financial, related to delivering the SCT programme.
    • Provide feedback in the development of finance policies and procedures to be able to maintain a well-financially controlled environment in both development and emergency contexts.
    • Participate in Procurement Committee and Partner Assessment process.
    • Coordinate and assist any internal or external audits.

Financial support to Human Resources:

  • Coordinate with the HR department to review staff salaries and benefits and manage the the disbursement according to contract, including increments and cost of living increases are added at the appropriate times; all tax liabilities according to the local rules and regulations are met accurately and on time.
  • Prepare the monthly staff payroll and benefits in Agresso System for the review of Head of Finance and IT.
  • Manage the international staff payroll & benefit from the inter-charge system.
  • Prepare monthly staff income tax and assist in the process of payment to the Revenue Department.
  • Process monthly payment for staff benefits in the Agresso system.
  • Manage annual leave accrual process, 13th-month salary, saving scheme, staff compensation fund, staff & family insurance, and staff wellness.

Financial Reporting:

  • Review the report of all accounts and prepare the monthly financial review report (MFR) for a review of Head of Finance and IT and approval of Executive Director. The MFR should be uploaded onto Citrix monthly and submitted to Regional Office regularly.
  • Identify and resolve discrepancies in financial records and reports.
  • Reconcile quarterly effort report with timesheets and charges made in the finance system. Investigate major variances and make appropriate adjustments, report reconciliation to Regional Office.
  • Assist in the timely submission of financial reports and attachments to members, individual donor timeframes and requirements and government regulatory agencies.

Staff Performance Management:

  • Ensure that direct reports understand and are able to perform their duties with regards to finance operations through induction and training.
  • Manage the performance of direct reports in the finance work area through:
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.

QUALIFICATIONS

  • Thai Nationality.
  • Bachelor’s degree in finance, accounting, or related field.
  • 5+ years in finance roles with leadership experience preferred.
  • Strong leadership and teamwork skills,
  • Mastery of accounting concepts, analysis, budgeting, forecasting, modelling, communication, problem-solving, and Enterprise Resources Planning system, and attention to detail.
  • Master’s degree in related field, Certifications (CPA, CMA, CFA), or INGO knowledge.
