Finance Manager – ExpandPF At Pathfinder International

USAID/West Africa Expand Family Planning and Sexual and Reproductive Health Activity (ExpandPF) aims to support replication and scale-up of key FP HIPs (i.e., immediate postpartum family planning, post-abortion family planning, adolescent responsive contraceptive services, task sharing, community health workers, and knowledge, beliefs, attitudes, and self-efficacy) in urban and peri-urban centers, with targeted service delivery in Cameroon, Côte d’Ivoire, Mauritania, and Togo.

The Finance Manager will report directly to the Chief of Party and will be responsible for the overall financial and administration/operations components of the project, ensuring appropriate use of financial resources and ensuring that financial reporting at all levels (core and field, and by partners/sub-awardees) is in accordance with agreement terms. The manager will oversee budget development and administration, manage implementation of key financial and operational program activities, ensure efficient operational support for the project team, and ensure compliance with USAID and Pathfinder regulations. The Finance manager will also be responsible for working closely with local sub-grantees and implementing partners to assess and strengthen their capacity in financial management in order to prepare them for transition awards from USAID.

Key Job Outcomes:

  • Oversee all aspects of project financial management, including financial systems implementation, budgeting, expenditure tracking, financial reporting, accounting, and cost share tracking and reporting.
  • Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation.
  • Develop program budgets with teams and monitor budget pipelines.
  • Lead development of the project’s granting component, including development of transparent procurement processes; grantee expenditure tracking; grantee capacity-building in fund management and reporting; etc.
  • Provide timely and accurate financial reports to Pathfinder and USAID as required.
  • Support sub-recipients as needed to ensure sound financial management and operations.
  • Ensure that sub-recipients, sub-grants, and consultancy documents and procedures are completed in a timely manner and comply with Pathfinder and USAID policies and regulations.
  • Supervise finance and operations staff including performance evaluation; develop staff capacity and facilitate professional growth.
  • Prepare quarterly and annual expenditure reports and prepare project pipeline estimates.
  • Maintain good working relationships with officials, government ministries, implementing partners, and the international and local NGO community.
  • Monitor country-level expenditures, identify and monitor implementation of any corrective actions needed.
  • Support country office finance and operations staff capacity building, including partners.
  • Coordinate closely with the Pathfinder offices on administrative and financial matters and supporting risk mitigation measures.

Required Education, Training and Experience:

  • Master’s degree in accounting, finance, commerce or a related field, with at least twelve (12) years’ experience working with financial systems of complex international development projects/programs.
  • Extensive financial and administrative experience working with US, international and/or host country non-governmental organizations. Experience strengthening the organizational capacity of host country institutions is strongly preferred.
  • Demonstrated experience (with progressively increasing responsibility) in managing financial and administrative systems and operations of development assistance programs.
  • Has a solid working familiarity with US government financial, contractual, and administrative regulations, policies and practices, and reporting requirements.
  • French fluency (4S/4R minimum) and strong English language skills

  • Leadership: Demonstrated leadership skills in working collaboratively with donors, host country institutions, and international organizations. Experience leading learning workshops and exchanges.
  • Relationship Building: Demonstrated interpersonal skills and ability to maintain professional relationships. Ability to create and maintain effective working relations with senior Government personnel, INGOs, and USG.
  • Management and Supervision: Proven ability to lead, manage, and develop direct reports within a matrix culture. Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.

  • Passion for SRH: Demonstrated commitment to FP, RH services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.

Travel Requirements:
At least 35% local and international travel
