WHO ARE WE ?

Médecins du Monde Belgique (MdM-BE) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles (financial, cultural, geographical, etc.).
Our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society; children in vulnerable situations; the women ; migrants or displaced people and victims of crises or conflicts.

CONTEXT

Under the supervision of the Director of General Services, you are responsible for managing the organization’s Finance department.
The function ensures the management of a group of: 6 collaborators (e.g.: employees, volunteers, interns).

THE ESSENTIAL

Bring your financial expertise so that everyone can practice in the best financial conditions.
The Finance Manager is part of the general services management team made up of:

  • The general services department: it serves the mission by allowing everyone to work in the best conditions.
  • The Logistics manager: he/she serves the mission by allowing everyone to work in the best material conditions (logistics and IT).

TASKS AND RESPONSIBILITIES

As a member of the general services management team , define and guarantee the implementation of a strategy for each of your activities and participate in the definition of a general services strategy in order to bring decisions to your department collegial meetings of the general services management committee.
Examples of tasks:

  • Participate in weekly meetings of the general services management committee.
  • Participate at the request of the general services management in meetings of the management committee.
  • Participate in the evaluation and implementation of annual action plans and the general services budget.
  • Participate in collecting the necessary data to populate the risk analysis dashboard.
  • Think about information management in your department and with other departments (in particular through the use of Sharepoint and PowerApps).
  • Regularly inform management of MdM’s financial situation (via detailed analyzes of the expenses of each department over the years, for example).

As a Finance Manager , manage (implement, monitor, control) and optimize the budgetary process and the resulting financial impacts, in collaboration with internal and external stakeholders; optimize funding in order to have an operational and forecast financial vision of the association and its missions.
Examples of tasks:

  • Define the orientations, objectives and action plan of the Finance department under his responsibility: assessment of achievements, determination and proposals of priorities and main lines of action for the department.
  • Prepare and consolidate the annual budget, financial plans and forecasts. Prepare intermediate budgetary controls with analysis and explanation of variances, monitoring of overall financial performance.
  • Coordinate the process of closing the annual accounts in conjunction with the auditor.
  • Prepare financial statements for internal and external bodies (ie Consortium 12.12, MdM Network, Annual Activity Report, etc.).
  • Lead the financial management and monitoring of projects, in close collaboration with project managers and external partners.
  • Respect deadlines and donor requirements in the production of financial reports.
  • Ensure monitoring of the accuracy of accounting principles and archiving principles.
  • Check the financial aspects of the MoUs.
  • Ensuring cash flow and cash management, with cash flow projections (monitoring available funds, payment processes, minimizing exchange risks, etc.).
  • Approve payments.
  • Participate in the development of a signature matrix.
  • Take on the challenge and improve internal control processes, maintain dashboards and develop various indicators.
  • External representation of MdM at the financial level.
  • Carry out short support missions abroad.
  • Lead the implementation of new accounting software.
  • Establish mechanisms to control donor promises versus actual receipts.
  • Follow exchange rate terms and conditions.

As a team manager , coordinate the work of the various team members by strengthening cohesion and motivation in order to guarantee an optimal working environment according to the means and priorities of the organization.
Examples of tasks:

  • Plan and recruit employees in your department.
  • Restructure your team’s organization chart if necessary.
  • Plan, organize, lead team meetings, ensure the communication of decisions and draft minutes.
  • Evaluate, set objectives to be achieved for employees, develop individual action plans, distribute activities and ensure their coordination.
  • Accompany, support, stimulate each employee in their progress and increase their understanding of their strengths and weaknesses, provide monthly feedback to each employee, and request it for yourself.
  • Identify and resolve operational and technical problems encountered by different team members.
  • Ensure, through coaching or the use of training, the optimization of the skill level of employees.
  • Organize back-ups within your department.

The list of tasks given above is non-exhaustive and will be adapted according to needs.
These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.

YOUR PROFILE

TRAINING AND EXPERIENCE

  • Master’s degree in economics, management,…
  • Minimum 5 years of professional experience in finance, with minimum 3 years as a team leader.

REQUIRED SKILLS and QUALITIES

  • Mastery of accounting principles.
  • Master and configure WINBOOKS and SAGA accounting software; as well as Isabel (payments tool).
  • Master the office pack (especially Excel, SharePoint and PowerApps).
  • Master financial reports (balance sheet, income statement, etc.).
  • Know the (co-)financing principles of Belgian and international public donors.
  • Fluency in French and English, Dutch is a plus.
  • Team management, coaching and skills development.
  • Excellent stress management, flexibility and reliability.

WE OFFER

  • An enriching and essential function at the heart of Médecins du Monde Belgium’s projects.
  • full-time, indefinite contract (5 days a week – 39 hours).
  • A gross salary of €4,513.78 for 5 years of experience; a gross salary of €4,728.72 for 10 years of experience; a gross salary of €4,943.67 for 10 years of experience. Recognized relevant experience.
  • Restaurant vouchers (€8 including €1.09 per employee and €6.91 per employer) – Hospitalization insurance – 100% reimbursement of public transport costs.
  • Leave : 20 legal days + 6 RTT days + 4 extra legal days between Christmas and New Year.
  • Teleworking possibility up to 2 days/week, with a bonus of €14/day for the whole month.
  • Place of work: Brussels.
