The American Red Cross helps vulnerable people and communities around the world prepare for, respond to, and recover from disasters and humanitarian crises through mobilizing the power of the Red Cross and Red Crescent Movement (RCRC). We are a member of the International Federation of Red Cross and Red Crescent Societies (IFRC).
Currently the American Red Cross has several disaster preparedness and organizational development programs funded through USAID/OFDA and private philanthropies in Indonesia and expects to open new programming in Timor-Leste. We are exploring other growth opportunities in our current countries of operation. The American Red Cross collaborates with the Indonesia Red Cross who is our local implementing partner.
This position is part of the Management Team and is responsible to provide overall leadership, guidance and supervision to Finance Department in regard to accurate accounting, financial information, management reports, budget management, ensuring the compliance with financial policies, procedures, and donor requirements, and ensuring an appropriate planning/documentation of cash flow management system within the American Red Cross supported Programs in Indonesia
Job Purpose:
To provide technical management support, most especially related to financial management of the organization, including staff compliance with financial regulations, financial planning, financial skills development and aspects related to project budgeting and fund utilization in achieving the objectives as established in the Indonesia country office.
Job duties and responsibilities:
Ensure that all financial transactions are valid, adequately supported, and processed in accordance with the Financial Policies and Procedures Manual
- Ensure the Field Financial Manual (FFM) is socialized and implemented by all staff including providing orientation of the revised FFM to the new staff, as well, in collaboration with program staff to ensure all the finance regulations are engaged/fitted with the project implementation including adherence to donor rules and regulations.
- Ensure efficiency and effectiveness of operations, and that all transaction and financial reports at Delegation and sub-recipient levels have been reviewed and complied with the organization and donor policy and procedure. A culture of cost awareness and cost disciplines is socialized and compliance is adhered.
To serve as strategic partner to CR and Program Managers in Project management Support.
- To serve the Country Representative and Program Managers/Coordinators by providing financial analysis including cash flow, budget, cost control, BVA, etc for Amcross, as well assisting in developing annual operational delegation budget and financial budgets for new projects.
- To support Business process for Country Representative and Program Managers/Coordinators by assisting in the development of annual project budgets for all Delegation projects, as well as improving budgeting and reporting capacity to improve program management in order to reduce percentage of variance, including an assessment of bottlenecks within ARC and PMI at various levels.
- To serve as Delegation liaison between Headquarter-based finance staff and shared services staff, by providing data such as accrual, Prepayment tracking, Cost Sharing allocation, etc., including reviewing AP PAR for projects funded by USAID, giving feedback to ISF, and BVA comments for all projects to HQ and Regional Office. Responsible for Delegation monthly cash requests and closing process.
To strengthen PMI Financial department in HQ, Chapter and Branches
- Maintain good relationship with PMI project Staff and PMI finance staff in each level by facilitating and coaching for organization development in different areas of the financial system such as regulation, budgeting, document flow, accounting, Audit report, etc.
- Improve finance department capacity in order to optimize the service to stakeholder.
Position Requirements:
- Minimum bachelor’s degree in accounting / management / finance. Master’s degree would be plus.
- Minimum of 5-10 years’ experience in senior finance position in the International Non-Profit Organization.
- Red cross experience will be added advantage.
- Familiarity with Red Cross and US Government regulations (USAID roles and regulation) is desirable.
- Very good understanding of general accounting principles and Management practices, audit processes, internal control systems
- Advance skill in using Spreadsheet, i.e.: Excel and Accounting Software, i.e.: QuickBooks.
- Excellent in proposal and budget development
