Founded in 2011, International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian actors in humanitarian access and security management by establishing coordination platforms in at-risk areas.

INSO provides registered NGOs with free services, including real-time incident tracking, analytical reporting, data, mapping , support in crisis management, staff guidance and training.

Registered in the Netherlands with headquarters in The Hague, INSO provides daily support to over 1400 NGOs in 16 countries.

The INSO mission in Haiti

In 2019, the NGO community in Haiti expressed interest in receiving support from INSO due to humanitarian access constraints resulting from natural disasters, political instability and crime. The initial phase was launched in 2022 and gradually INSO Haiti became operational in July 2023.

This is an exciting opportunity to be part of an NGO specializing in improving humanitarian access constraints for NGOs and to help shape a platform in a challenging context for INSO. The INSO Haiti mission provides the NGO community with contextual analyzes and security management advice.

The FM will be based in Port-au-Prince and mobile, if necessary, throughout the regions covered by INSO.

Summary of functions

The Finance Manager works closely with the Country Director and has responsibility for protecting the financial health and integrity of the project by applying appropriate accounting and financial procedures and policies, providing timely and accurate financial information to enable the #39;project guidance, planning and decision-making, complying with external reporting and auditing requirements, guidance of staff in financial management, audits and procedural compliance, among other tasks .

Main responsibilities

  • Implement all aspects of financial management of the mission, including recruitment and orientation of the finance team in accordance with INSO policies and guidelines;
  • Supervise the maintenance of financial records; monitor and reconcile documentation, upload financial information into the SUN system;
  • Set up a secure archiving system for financial documentation;
  • Provide a clear picture of the financial situation of the project with reports on compliance with donor budgets or budget deviations;
  • Maintain adequate cash flow for the project, prepare cash requests and track donor disbursements;
  • Respect external reporting deadlines; prepares budgets and reports accurately and compliantly; liaises with donors and headquarters;
  • Maintain sound financial practices throughout the project; applies financial and training working documents as needed to ensure staff buy-in;
  • Act as focal point during audits, implement internal and external audit recommendations in a timely manner;
  • Review and authorize transactions;
  • Manage the financial department, participate in the recruitment, orientation and training of staff with financial functions.

Job Requirements

  • Fluency in French and knowledge of English (written and spoken).
  • At least 5 years of experience in a similar position in an NGO.
  • Professional accounting degree (CPA, ACCA, ACA, etc.) or master’s degree in finance, accounting, business administration, management or economics.
  • Proficient in the use of accounting software (preferably SUNSYSTEM), Q&A reporting tool and Excel.
  • Experience in donor/contract management and knowledge of donor policies.
  • Ability to manage multi-donor and multi-year budgets.
  • Great attention to detail and precision.
  • Ability to lead and supervise.
  • Understanding of humanitarian principles and practices.

Desired features

  • Minimum 1 year of recent experience in Haiti – ideally in an NGO role.
  • Proven experience in finance and accounting for NGO projects.

Terms and conditions: 12 month contract. Monthly salary of €5,500 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with compensation of €1,250, accommodation, global medical coverage (United States excluded) and life insurance.
