Finance Manager, USAID/Thailand PAGI At DAI Global

Project Background

DAI (Thailand) Ltd, an international consulting firm, is recruiting a qualified and motivated Finance Manager for the USAID-funded Partnerships for Green Investment (PAGI) activity. Based in Bangkok, the activity was initiated in July 2024 and is anticipated to last until July 2029. USAID/PAGI will accelerate the transition in the land use sector across Southeast Asia through: 1) increasing sustainable and scalable investments in low emission land use, biodiversity conservation and climate resilience in agriculture and forestry supply chains; 2) adopting and/or implementing credible environmental, social, and governance (ESG) standards for low emission, biodiversity conservation, and resilient investments; and 3) enhancing inclusive and equitable benefit sharing to local communities and smallholders.

Position Purpose

The Finance Manager supervises the daily financial operations of PAGI, including cash flow management, time sheet recording, and daily monitoring of obligations, budgets, and expenditures. He/she ensures compliance of all accounting and financial reporting functions, oversees cost and general accounting, accounts receivable/payable, payroll, risk management, partner relationships, and audit documentation. This position is open to Thai Nationals only.

Key Duties & Responsibilities

  • Responsible for overseeing and providing training to project accounting/finance staff on financial procedures and documentation requirements.
  • Conducts daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with all regulations and the Field Operations Manual (FOM).
  • Ensures that complete voucher files are scanned and uploaded to DAI’s System for the Electronic Archival of Financial Documentation – BOX according to set deadlines.
  • Develops and maintains reports on status of financial management activities (i.e. monthly and quarterly reporting).
  • Ensures that tax reporting procedures are well-documented and submitted in a timely manner.
  • Prepares wire requests and regular cash flow analyses to ensure availability of funds.
  • Responsible for accurate and timely processing of invoices, advances and reimbursements..
  • Manages banking relationships and coordinates periodic updates for checking account signers.
  • Prepares and reviews project cost data prior to submitting Oracle data reports to DAI Washington.
  • Ensures that relevant foreign taxes are paid, tracked, recorded, and reported in accordance with ADS guidelines.
  • Ensures the timely and accurate processing and review of all payroll transactions, assuring compliance with established employment agreements and modifications.
  • Monitors staff compliance with timekeeping policy and recordkeeping.
  • Works with the Technical Staff to conduct budget estimates for technical activities and events.
  • Supports the production of spending reports, track, and analyze technical activities budget spending with subcontracts, procurement, and grants team.
  • Prepares the monthly financial projections for the project.
  • Supports quarterly accruals reporting and other financial reports to USAID, including reviewing monthly invoices and preparing financial inputs into the quarterly and annual project reports.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in accounting, finance, or other related fields; advanced degree preferred.
  • 5-7 years of relevant working experience.
  • Experience working with donor funded programs.
  • Experience working in financial management roles within USAID-funded projects of similar size is highly desired; knowledge of DAI policies and systems a plus.
  • Computer literacy and demonstrated proficiency with Microsoft Office programs.
  • Demonstrated communications, writing, and presentation skills.
  • Strong teamwork skills, as well as effective cross-cultural interpersonal skills.
  • Fluency in English and Thai is required.
