Finance Officer (80%) At Geneva Centre for Security Sector Governance

DCAF’s Latin America and the Caribbean (LAC) Unit supports governments, parliaments, security providers and civil society in the LAC region by developing capacities and promoting norms and good practices to contribute to a more effective, efficient and transparent security sector that is properly overseen by the relevant authorities, responsive and accountable to the people they serve.

For our LAC Unit we are looking for a for a dynamic and highly motivated individual to be our: Finance Officer (80%)

  • Location: Geneva
  • Starting date: As soon as possible
  • Duration: 12 months with possibility of extension

The role

Under the supervision of the Head of Unit, the Finance officer is responsible for managing the Human Resources & the Core budget of the Unit (20% of the working time)

Under the supervision of Principal Programme Manager for the Media & Police regional programme, the Finance Officer is responsible for assisting the team in all finance management, accounting and administrative aspects of the day to day functioning of the Programme. (60% of the working time).

There is a possibility to increase to 100% at a later stage depending on internal needs.

MAIN RESPONSIBILITIES

Finance and accounting:

  • Partner & donor financial focal point
  • Liaison with the Finance Department
  • Review of partners’ monthly financial reports and supporting documents
  • Production of financial reports
  • Preparation of budget forecasts
  • Financial Management, including processing transactions, disbursement requests for donor, expenses reports, requesting modifications, monitoring payments and procurement requests of the implementing partners.
  • Support the Unit in the creation of budgets for new/existing projects
  • Organise and lead all audits of the Unit.
  • Support the Head of Unit in Human Resources Management.
  • Handle finance related signatory books/approval processes.

Administration:

  • Provide support for missions, including support on booking flights, accommodation, venues and transport for missions and project activities.
  • Recording and filing all financial documentation in the project libraries and financial files in Teams.
  • Support the production of MoU’s, contracts, relevant project documentation, and preparation of internal templates jointly with the Principal Programme Manager among others.
  • Admin check for workflows: process absence requests, travel requests, cash requests.
  • Provide Human Resources support during recruitments (reply to applications, create folders, first screening, etc.).

KEY QUALIFICATIONS

  • A degree and/or diploma in accounting or related fields desirable.
  • A minimum of 5 years of professional work experience in assisting similar administrative and accounting tasks, preferably in the field of international development, including working with local partners.
  • Experience in supporting the management project budgets, producing financial reports for donors and preparing documentation for audits is desirable.
  • Upper intermediate English and Spanish (at least B2 for both languages)
  • Excellent interpersonal skills, ability to establish and maintain effective partnerships and working relationships in a dynamic, multi-cultural environment.
  • Excellent financial management and organizational skills.
  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
