Context:

Under the overall supervision of the Chief of Mission (CoM) in Algiers and the direct supervision of the Resource Management Officer (RMO); the successful candidate will be responsible and accountable for assisting in monitoring and overseeing the financial management of all activities of IOM Algeria.

Core Functions / Responsibilities:

  1. Assist in monitoring and overseeing the financial management for all activities of IOM Algeria, including the oversight of financial expenditure and accountability; undertake preliminary financial analysis of projects.
  2. Provide input for and coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures. Establish work priorities and coordinate the accounts payable and treasury activities to facilitate that treasury functions of IOM Algeria Country office (CO) are efficient and timely and adequate internal controls are in place.
  3. Support preparation for internal and external audits and monitoring visits.
  4. Apply adequate administrative instructions and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Alert the supervisor in a timely manner of unusual or irregularities regarding transactions, and delays impacting timely reporting.
  5. Ensure that accounting data is properly entered in PRISM, in accordance with IOM financial rules and practices, and maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentations.
  6. Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to IOM Accounting Policies and Procedures.
  7. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  8. Follow up on advances/long pending balances in vendor accounts and work closely with relevant units to ensure timely settlement and to keep vendor balances to the minimum.
  9. Provide support and information to Project Managers throughout the project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements.
  10. Make recommendations on procedural improvements and train national staff in the relevant areas of accounting and finance. Facilitate and support knowledge building and sharing in accounting and finance.
  11. Supervise and train finance staff on IOM financial policies and procedures.
  12. Liaise with other internal functional units of the Mission, and support the supervisor in liaising with banks, donors and government counterparts and other stakeholders as required in the performance of the accounting function.
  13. Liaise with relevant units at IOM Algeria, HQ and other relevant administrative center andRegional Office in Cairo with regards to the financial and administrative activities of the Mission.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience;

• Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

Experience

• Experience in related professional and managerial assignments, preference is given to international experience and experience in emergency, conflict and post conflict settings;

• Experience in financial management, accounting and budgeting;

• Experience in budgeting and reporting for multi donors;

• Experience in the field of resources management, IOM project financial planning and budget revision management;

• Familiarity with financial oversight and public administration;

• Experience in liaising with governmental and diplomatic authorities as well as with international institutions; and

• Audit experience highly regarded.

Skills

• Knowledge of IOM’s regulations, policies and procedures preferred;

• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable; and,

• Knowledge of IOM accounting systems, software, and procedures a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
