Finance Officer At Qatar Charity

Functional Title: Finance Officer
Base Location: Country Office, Lalitpur with frequent field visits
Reporting to: Senior Finance Officer (SFO)
Salary: Negotiable based on experience and qualification.

Purpose of the Position

The Finance Officer will be primarily responsible to provide effective and efficient financial support for smooth financial operations at Country Office. S/he will ensure that the books of accounts are maintained as per the required standards and is responsible to prepare various reports for Finance Unit in accordance with Qatar Charity and donor guidelines. She/he shall directly report to the Senior Finance Officer (SFO) of Qatar Charity Nepal.

Major responsibilities

  • Ensure appropriate budget codes and chart of accounts developed as per the approved work plan,
  • Check all bills/supporting documents and vouchers to process payments according to the budget codes,
  • Reconcile all balance sheet items (receivables, payables, staff receivable & payable) in the accounting system on monthly basis,
  • Responsible for managing cash flow that includes preparation of fund tracker and submission to SFO for his/her review and upward submission,
  • Ensure full implementation of QC financial policies and other relevant policies,
  • Facilitate in the monthly salary payments, including the management of staff retirement benefit (CIT, PF, Gratuity) deposit and salary income tax computation,
  • Ensure timely deposition of TDS and perform e-TDS,
  • Verification of the financial statements and the supporting documents submitted by the implementing partners,
  • Initiate the fundraising through the portal and transfer funds to the partner as per the approved request,
  • Verify financial documents, staff field visit claim and settlement,
  • Prepare Bank/Cash reconciliation statement in monthly basis,
  • Ensure QC’s tax payments and other statutory obligations are administered in accordance with Nepali law,
  • Maintain project file and ensure proper records of proposal, partnership agreement, budget, report, emails, audited statements, receipt,
  • Coordinate and work closely with partner and their staff member and support them to resolve the financial quarries and issues,
  • Support and coordinate with partners for timely submission of monthly financial report and further consolidation and submission of reports to QC Nepal,
  • Produce financial statement for tax purpose and prepare reports for submission to Inland Revenue office,
  • Ensure received of organization tax clearance certificate timely,
  • Maintain Non-Fixed & Fixed Assets Register and ensure timely physical verification and reconciliation,
  • Provide financial inputs for proposal development, project management, Human Resource Management policies, logistics, travel and other areas of administration,
  • Contributes to team effort by accomplishing related results as needed,
  • Perform other duties as assigned by the Senior Finance Officer.

Education & qualification:

  • At least a bachelor’s degree or equivalent from a recognized university in Business Administration, Business Studies, or a related field, (Master’s degree will be preferred),
  • Minimum of 3 years of work experience in finance and related work preferably in I/NGOs,
  • Experience with Government of Nepal tax law and regulations is required,
  • Experience with accounting software packages preferably Tally, FAMAS, and Dynamics ERP 365,
  • Proficient in MS office package.

Language

  • Proficient in English, both spoken and written, while additional edge /marks will be given for (Arabic proficiency/working knowledge).
