Job Summary
You will efficiently perform accounting services for the Climate Resilient Cities (CRC) 5 year USAID funded project through documenting the subrecipient’s financial transactions by compiling, analyzing, and verifying account information, preparing accounting entries, and delivering financial reporting services throughout the subrecipient’s agreement. With support from the CRS/Philippines Deputy Finance Manager and CRC Deputy Chief of Party, you will help coordinate subrecipient financial activities and delivery of financial services for the CRC project.

Job Responsibilities
• Prepare and provide all data required for processing of financial transactions for assigned subrecipients in Insight and Gateway.
• Prepare accurate journal entries with complete supporting documents and appropriate authorizations for all financial transactions for assigned subrecipients.
• Conduct monthly, quarterly and annual financial assessments, evaluations and monitoring for assigned subrecipients in accordance with SRFMP and CRS’ established accounting standards. Help share SRFMP for assigned subrecipients to strengthen subrecipient’s financial accounting, documentation, transaction processing and compliance requirements.
• Assist in budget preparation for the new or amendment agreements for assigned subrecipients. Ensure detailed review of all budget line items including correct calculations and endorse to the next level reviewer.
• Generate monthly financial reports for assigned subrecipient’s financial transactions. Prepare adjusting journal entries when applicable for assigned subrecipient’s related accounts to ensure correct balances of accounts in Insight. Work with project staff to address irregularities and resolve accounting issues.
• Maintain information, data, schedules, financial reports and documents related to assigned subrecipients. Ensure proper filing, accurate and complete records available for internal/external users.

Scope
Will be responsible for the CRS financial processes for the four CRC subrecipients.

Typical Background, Experience & Requirements
Education and Experience
• B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
• Minimum of four years work experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
• Knowledgeable of Fund Management and relevant public donor regulations preferred.
• Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Insight financial accounting package or similar financial reporting software preferred.

Required/Desired Foreign Language
Fluent in written and spoken Filipino and English
Travel Required
This job will require travel 50% of the time.

Supervisory : Coach and monitor performance of finance staff of subrecipients.
Internal : CRC Program staff, Compliance staff, , Finance Manager, Deputy Finance Manager, Operations Manager and Budget Managers
External : Auditor, Subrecipients and Beneficiaries
