Finance Specialist – Short-term Contract (from May 15th – July 15th)

CARE is working in Syria to support vulnerable women, men, girls and boys affected by conflict. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 120 staff in hubs across the country.

CARE’s programs in North East Syria (NES) have a strategic focus on provision of humanitarian assistance (FSL, WASH, NFIs, etc.) and resilience centered programming with a key focus on livelihoods and food security. The NES program provides emergency response with a mixed approach of directly implementation and providing managing food distribution program through local service provider. On-going monitoring is being done by both by CARE staff and partners contracted in locally in North East Syria and CARE will continue and strengthen a mixed hybrid implementation modality.

Reporting to the Finance Manager, the Specialist is a temporary deployment for two months who will support the continuation of finance function for CARE North East Syria while developing the Finance team through capacity building, Sub-grant management and continuing Financial management function in absence of the Finance Manager.

The major responsibilities include, financial management, budgets and grants management, compliance, management and providing support to local staff capacity building.

S/he plays an important role in providing high quality financial management information necessary to support an effective financial operation. Further the assessment of financial needs and cash flow requirements, financial planning including budget submissions, contract management, national payroll, financial reporting and audit. In addition, s/he will need to identify and resolve any financial management problems which may arise, provide appropriate training in finance policies and procedures for local finance and program personnel.

Responsibilities:

Financial management:

  • Prepare budgets and financial reports as and when required
  • Review the BVA reports, share with PMs and hold the BVA meetings monthly basis. Keep a track on discussion points and make actions as per PMs requests.
  • Update/provide inputs to Master Budget upon CO request.
  • Communicate budgets and spending authorizations to budget holders
  • Manage the day-to-day functioning of the finance section, including cash disbursements, cash receipts.
  • Check monthly Project financial reports for accuracy and appropriateness; resolve financial reporting issues, errors, trends, payment delays and related matters.
  • Liaise with the Budget holders and the Finance to ensure all regular donor and CARE requirements for documentation of expenditures are met to facilitate attribution of expenses to donors.

Compliance :

  • Prepares the complete sub award agreement package including check list and all attachments with consideration of all donor requirements, sub recipient due diligence document, capacity assessments and capacity building plan.
  • Review of Subgrant documentation package with new partners, making sure all the compliance requirements are met while coordinating with NES grants management section before sending to AMS approval.
  • Support orientation/development of the Subgrant Management Officer, ensuring that systems for timely and efficient management of sub-grants are in place and are in accordance with relevant CARE CO and donor guidelines.
  • Manage daily work of sub-grants operations, identify challenges and issues and develop measures to increase effectiveness.
  • Assessing the financial management capacity of the partners, planning on the job training on financial management and donor/care rules and regulation through Finance Officer.
  • Develop assessment tools and processes for building the financial management capacity of sub-grantees.
  • Liaise with SSC to create project IDs in people soft for each newly signed sub agreement

Subgrants

Qualifications:

  • Bachelor’s degree in related field or equivalent combination of education and work experience
  • Strong working experience with Care Finance + Subgrant Management, strong knowledge in Peoplesoft System
