Finance specialist At UNOPS

The economics and finance specialist will develop, monitor and advise the activities related to the financing component of the payment for results project in Paraguay in close coordination with MADES and INFONA. Among the objectives are the supervision of the design and operation of the REDD + account within the National Climate Change Fund (FNCC), as well as the mechanisms for monitoring and evaluating disbursements; support in the design of financial instruments for the channeling of payment-for-results resources through the FNCC, including technical advice for the evaluation of the activities to be financed; and monitoring of the implementation of Law 3,001 / 06 on the valuation and remuneration of environmental services.

Under the direct supervision of the Program Manager, the Economics and Finance Specialist will carry out the following tasks:

A. Design of the REDD window of the National Climate Change Fund

Prepare terms of reference for the design of the proposal for the REDD + window of the National Climate Change Fund, including proposals for the monitoring and evaluation of the processes and impact of the resources disbursed,
Prepare terms of reference for the design of the different proposals for financial instruments to channel the resources of the payments for results to the eligible activities within the REDD + window of the FNCC,

B. Financial sustainability strategy of the REDD window of the National Climate Change Fund

● Aumentar la visibilidad y los compromisos para desarrollar y expandir productos de bancos e inversores para agricultura y ganadería sostenible (libre de deforestación y conversión),

● Identificar oportunidades de potencial inversión del sector privado para la implementación de la Estrategia Nacional de Bosques para el Crecimiento Sostenible,

C. Seguimiento y control de los progresos:

Evaluación de desempeño
Reuniones de presentación de avances con el supervisor directo cuando sea necesario.

Educación

Título universitario de primer nivel (Licenciatura o equivalente) de preferencia en economía, econometría, finanzas, estadísticas, administración de negocios, administración pública, ingeniería o área afín es requerido.
Título a nivel de Maestría de preferencia en economía, econometría, finanzas, estadísticas, administración de negocios, administración pública o área afín es deseable y podría sustituir algunos años de experiencia.

Experiencia

Mínimo 7 años de experiencia profesional ( o menos en función de nivel de título académico) en instituciones financieras u otras entidades públicas o privadas trabajando en temas de financiamiento o financiamiento sostenible en el sector público.
Experiencia laboral con organizaciones internacionales es deseable.
Experiencia en temas de sostenibilidad es deseada.
Deseable experiencia en sector público o Naciones Unidas
