one. Context

AVSI Venezuela is a Venezuelan non-profit organization, created in 2022, to contribute to improving the living conditions of people living in vulnerable situations. We are a local organization linked to the international context, through a partnership with the AVSI Foundation, a non-profit non-governmental organization that supports 329 development cooperation projects in 39 countries, with headquarters in Italy, that operates in Venezuela since 2000 and that promoted the creation of AVSI Venezuela.

The WFP School Based Program in Venezuela includes school meals served in schools and school meals to take home. According to each modality, WFP has established processes and activities that require coordination between different areas and actors. Through the Accounting Assistant, the correct contracting of services and purchase of goods will be guaranteed.

2. Object

With this announcement, AVSI Venezuela selects a Financial Accountant responsible for managing the financial administrative area and guaranteeing the good use of resources focused on project management and implementation; ensure correct compliance with Venezuelan Law and transparency and compliance with established processes; and coordinate the administration of economic resources according to corporate guidelines, policies and regulations of WFP and Fundación AVSI Venezuela.

3. Description of functions

For the execution of the project, the Financial Accountant will be responsible for:

  1. Carry out the financial transactions related to the project approved by the State Coordinator, the Administrator and the director of AVSI Venezuela, including the acquisition of assets, contracting of operating services and contracting of technical services for the execution of the project, meeting the requirements of WFP:
  • Coordinate the implementation of procedures and tools and socialize with the work teams.
  • Coordinate with the State Coordinator, the Administrator and the Logista the realization of quotes, purchases or contracts, reception of merchandise, receipt of invoices and preparation of contracts as appropriate to guarantee the traceability and documentation of the process according to the WFP grant justification rules.
  • Plan purchases monthly in coordination with the State Coordinator, the Administrator and Logista to guarantee maximum efficiency.
  • Create and manage the supplier database at the national level.
  1. Supervise and control the petty cash in coordination with the State Coordinator, the Administrator and the Logist:
  • Coordinate the implementation of the procedure and the tools of use.
  • Randomly and planarily verify the recording of expenses incurred in cash and verify their documentary justification in accordance with the requirements of the project.
  • Verify the record of the systematic tonnage of the box.
  • Replace the value of the petty cash on request.
  1. Monthly and annually perform accounting-related tasks:
  • Open and close monthly and annual balances.
  • Create and maintain accounting records.
  • Presentation of the monthly balances to the Legal Manager for approval.
  • Responsible for accounting and tax information, before SENIAT, the director of AVSI Venezuela and all control agencies.

    4. Prepare financial reports for WFP, AVSI Venezuela and the implementing partners of the project, respecting the deadlines and formats indicated by WFP and AVSI Venezuela.

  1. Transfer verification:
  • Verify that the transfers arrive at the account and that they are made.
  • Verify and report bank balances.
  1. Coordinate and facilitate audits within the times specified by AVSI LATEAM and AVSI Foundation.

7.Provide support in the administrative procedures of the project office.

  1. Responsible for inventory management:
  • Periodically verify with the local team, the Administrator and the Logista the implementation of the procedure.
  • Periodically verify that inventory and warehouse controls are being applied to guarantee the good use of resources.
  • Supervise the planning, realization and documentation of the asset transfer process according to the WFP regulations.
  1. Responsible for supervising the use of common resources:
  • Coordinate the implementation of the procedures and tools for the good application of common resources.
  • Verify the general processes related to the use of the resources required according to the WFP regulations (vehicle, personnel, etc.)
  1. Responsible for documentation and order files:
  • Prepare the procedure and tools to save documentation related to the project.
  • In coordination with the local team, have both physical and digital spaces that facilitate access to information in an agile and simple way, as well as its custody with the necessary security systems that facilitate accountability.
  • Ensure the care and order of the file and workspaces.
  1. Participate in meetings, workshops, and training to collect information for your good professional performance.
  2. Guarantee compliance with Venezuelan Legislation and its updates.
  3. Perform other tasks requested by your supervisor, within the scope of work.

4. Key requirements and qualifications

  • Training: 3rd Level in Administration; Accounting; Economy or related areas.
  • Mandatory required experience: In the financial administrative management of humanitarian aid and international cooperation projects.
  • Competences: resource management; handling of declarations before State instances and fulfillment of legal administrative mandates, ability to use a complete Office system, analysis and management of results-oriented budgets and agile planning, knowledge of project cycle management tools (logical framework; indicator planning and monitoring matrix, financial matrix), knowledge of virtual platforms (Zoom, Google Teams, etc.).
  • Differential requirements: additional assessment of work experience with multidisciplinary teams, experience in projects financed by the United Nations, the European Union, among other institutions of international cooperation.

5. Knowledge, skills and abilities:

  • Soft skills: analytical thinking, results-oriented management, impact analysis in decision-making, clarity, planning, time management, risk forecasting, assertive communication, excellent interpersonal relationships.

6. Coordination of work

The Financial Accountant will respond directly to the Director of AVSI Venezuela, to the State Coordinator and to the Administrator, based on the guidelines issued by the LATEAM Regional office, the AVSI Foundation Headquarters in Italy and the World Food Program ( WFP ).

7. Type of hiring

Fixed-time contract

Start date: November 6, 2023

End date: September 30, 2024

8.Workplace

Work will be carried out at the AVSI Venezuela office in Yaracuy, so residing in San Felipe or surrounding cities is highly desirable; otherwise, availability to relocate to Yaracuy. Availability for eventual trips to other municipalities and / or states where the project is executed at the national level. Knowledge of the territory will be valued.
