Position Summary
The Financial Control and Reporting Officer (OFCR) is responsible for assisting in the preparation and analysis of budgets and financial reports, whether those relating to AKF(Moz) or those intended for donor partners. In order to optimize processes and the quality of financial information, the OFCR will ensure that rules and submissions to donors are made within what is defined by donors and AKF (Moz).
Main activities and responsibilities
The Reporting and Financial Control Officer is responsible for regularly preparing and controlling all reports from donors and the Foundation’s parent company, as well as ensuring that rules and submissions to donors are carried out within what is defined by the donors and Foundation.
The Officer’s specific responsibilities include:
- Coordinate all necessary changes to agreements, including suggestions regarding programmatic commitments (changes to the technical description and other necessary documents) and financial commitments (budget revisions/realignments, requests for approval above thresholds, etc.);
- Contribute to strategy development and manage grants and online processes, including online trackers and digital filing system;
- In coordination with key staff, ensure that project/grant cycle management processes, such as kickoff meetings, grant opening meetings, and grant review meetings, are carried out regularly in accordance with AKF guidelines;
- Support programmatic teams in the financial management of each financing, preparing internal monthly, quarterly and annual budget control reports by funder and by active project within each funder, helping to obtain the main reasons for variations between what was realized vs. projected and at the same time guaranteed time realistic projections;
- Support programmatic teams in complying with the eligibility and compliance rules for each financing, having to ensure close connection and coordination with the partnerships department;
- Maintain close contact with funding entities and ensure timely compliance with the financial reports required by these entities, as well as all other required financial documents, in collaboration with the programmatic teams and partnerships department;
- Support the validation of monthly, quarterly and annual financial information allocated to each financing and identify areas for improvement;
- Support in completing and maintaining financing and financier data on the AIMS – Award Information Management System platform;
- Support implementation partners and validate reports to funders, whenever necessary, using a capacity-building approach, with a view to improving and achieving greater efficiency in the financial management of financing;
- Work with the program and partnerships to develop a grant management control tool for all grants in Mozambique;
- Support the financial director to have updated financial information for each financing, as well as projections, in order to provide the most realistic information for internal reporting purposes at the organization’s headquarters;
- Prepare information necessary for the submission of monthly, quarterly, annual reports and all others that may be necessary, for internal submission to headquarters and other entities;
- Maintain an updated record of funds received through financing and amounts receivable, in order to support treasury management and ensure that cash flows are presented in financial reports per financing to demonstrate the position in terms of real existing funds;
- Ensure the obtaining of updated asset maps for financing, taking into account the rules of each donor and at the end of each year and each project obtain a final report with all existing items and their current status;
- Support in the organization of systems and procedures, so that they allow access to financial information in an efficient and quick way;
- Contribute to ensuring compliance with procurement rules and financial rules, ensuring efficient, impartial and transparent management of suppliers;
- Support the development of instruments and work methodologies that contribute to the efficiency of the financial department;
- Monitor internal and external audits, whenever necessary;
- Support the preparation and submission of new applications for financing, whenever necessary;
- Carry out all other tasks assigned to you by the organization.
Requirements:
Academics
- Have a higher education degree in Accounting, Auditing and Finance.
Professional experience
- Have at least 5 years of experience in preparing and monitoring financial reports, as well as preparing annual, quarterly and semi-annual projections;
- Have experience in people and finance management;
- Have experience working in a team;
- Have experience communicating with different partners.
Personal Qualifications
- Have the ability to work in a team and maintain high staff motivation;
- Be able to organize actions so that they produce defined results;
- Have experience as a trainer/facilitator;
- Be sociable and dynamic;
- Be available to travel within and outside the country;
- Be willing to work under great pressure.
Language Ability
- Fluent in Portuguese;
- Have in-depth knowledge of English.
