Management

Responsibilities

Under the supervision of the Executive Director, you will be responsible for organizing and supervising the production of financial information, and ensuring compliance with the financial balances and financial transparency of the organization. Supervise the development of information systems and the development of administrative rules and procedures (missions 1 to 5)

Provide technical support to country offices in a region of the world, on the implementation and adaptation of the financial policy (or ad hoc support to regional headquarters managers as needed). (mission 6)

Mission 1: Manage the administrative, financial and logistics department of the organization

  • Organize and manage the administrative and financial department (DAF) and supervise the people and services directly attached to it
  • Recruit within the DAF according to needs and in accordance with the budget and donors,
  • Manage DAF action plans and organize monitoring by setting up dashboards
  • Participate in SMT (Senior Management Team) meetings and ensure the implementation of decisions taken
  • Ensure communication with bank agencies for the smooth running of payments

Mission 2: Define and implement 3iSolution’s financial and logistics policy and strategy in line with its objectives and values

  • Define the financial and logistics policy within 3iSolution in line with the values ​​and missions of 3iSolution.
  • Define the financial and logistics strategy and ensure its permanent evolution as part of 3iSolution’s overall strategy.
  • Instigate and lead the preparation of the annual financial strategy and coordinate its overall implementation
  • Contribute to the prevention and treatment of abuse of power
  • Anticipate the risks linked to these areas
  • Ensure the implementation of 3iSolution’s financial and logistical rules

Mission 3: Guarantee the financial balance of 3iSolution

  • Define the budgetary framework, the budget implementation schedule
  • Organize and supervise the establishment of the annual headquarters budget
  • Establish and adapt the tools and procedures for establishing the budget and its regular (monthly) monitoring.
  • Control the monthly budget monitoring of each cost center.
  • Collect, monitor, prepare and pay headquarters invoices;
  • Check and pay the monthly invoices of international consultants;
  • Collect and pay mission payment requests
  • Ensure regular supervision of bank accounts and control of fees

Mission 4: Guarantee the production of financial information, representing a faithful and sincere image of the organization

  • Guarantee the reliability of the association’s accounts and the establishment of financial and accounting documents in compliance with legislation and regulations
  • Define the main directions of the controls and indicators to be put in place, as well as the reporting framework intended for the CEO.
  • Create, strengthen, adapt internal control procedures having an impact on the accounts (in conjunction with accounting managers and the various departments concerned)
  • Ensure compliance with accounting deadlines and procedures (headquarters and field)
  • Manage mission financial management activities
  • Alert the CEO to financial risks
  • Regularly record head office payments in bank journals to ensure monthly closing;

Mission 5: Guarantee the quality of 3iSolution’s financial transparency

  • Establish the annual budget of the association for validation by the Management Committee, presentation to the Office and vote by the Board of Directors
  • Manage relations with the auditors on the audit aspects of the accounts, the accounting principles and methods applied and on the presentation of the annual accounts Coordinate audits and guarantee compliance by 3iSolution with the rules set by donors
  • Ensure the consistency and relevance of financial information communicated internally and externally

Mission 6: In specific regions or countries of the world, guarantee the proper management of funds and its transparency by ensuring the accounting and financial management of the missions in this region, in compliance with the 3iSolution management framework and local legislation

  • Contribute to the definition of the strategy of the countries in question
  • Guarantee the accounting of the countries in question
  • Guarantee the management of the treasury of the countries in question
  • Guarantee the budgetary and financial management of the countries in question
  • Promote and ensure collaboration and financial and budgetary coordination with partners in the countries in question
  • Prevent and manage situations of fraud and corruption in the countries in question
  • Ensure the reconciliation of ledgers, accounting documents and bank statements;
  • Close the head office accounts monthly in the accounting software (SAGA and ACD);
  • Ensure the archiving of head office accounts

Mission 7: Guarantee the monitoring of contracts and tasks related to compliance with donors.

  • Management of the lessor portal
  • Serve as point of contact for the field team for all questions relating to donor regulations.
  • Consolidation of project contractual documentation on the organization’s platforms
  • Support project proposal writing procedures by consolidating project proposal documentation and submitting project proposals to donor portals.
  • Ensure compliance with the purchasing and asset management policy (inform teams of procedures, review asset registers and verify compliance of contract awards).
  • Support national offices in developing a culture of compliance

Required profile

  • Holder of a Management / Finance diploma (Bac+5) type Business School or university equivalent
  • It is also desirable to have professional experience of at least 5 years.
  • Experience in the humanitarian sector is necessary and ideally in the field.
  • Very good level of French and English required. Fluency in Spanish or Arabic is a plus.
  • Mastery of the pack Office
  • Knowledge of SAGA accounting software required
  • Knowledge of the rules of the main public donors (ECHO, BHA, UN Agencies)

Conditions

  • Type of contract: CDI – Framework status
  • Full-time position: 39 hours

  • Remuneration: between €35,000 and €45,000 gross annually depending on experience
