Financial management control officer – Lyon, association headquarters
Place of work: LYON – Association headquarters with regular trips to the field
Contract: Permanent contract, desired start date January-February 2025
Conditions: €2,971 gross monthly, meal vouchers and mutual insurance covered at 60%, 35 hours effective – teleworking possible 2 days/week

Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, civil engineering, food security and livelihoods, education and protection. TGH currently works in 10 countries in Africa, Asia, Europe and the Middle East.

The Financial Management Control Officer for Programs is responsible for ensuring the proper administrative and financial management of the programs under their responsibility, as well as the training of administrative and financial coordinators.
He/she works under the direct supervision of the Program Management Control Manager and in close collaboration with the operational division (in particular with the geographic managers and the field teams in charge of financial management).
Missions
- Ensure compliance with and conformity with the administrative and financial rules of donors as well as compliance with TGH’s internal procedures
- Ensure the quality of accounting and compliance with the accounting cycle when processing field accounts sent to headquarters
- Ensure budgetary management, anticipate and issue recommendations to facilitate decisions
- Contribute to the management and monitoring of agreements (proposals, reports, requests for amendments, requests for payment, contract closure, audit)
- Control the needs and cash flow on the mission in conjunction with the field and the Program Management Control Manager
- Actively participate in the mission’s internal audit work as well as in the implementation and updating of internal procedures and management tools
- Participate in recruitment interviews, departure briefings and debriefings of expatriate administrative and financial staff
- Provide training to field staff in financial management procedures
- Participate in the development of management tools and procedures and the capitalization of experiences
Profile
- Higher education in finance, accounting or management control
- Professional experience of at least 3 years in an audit firm or in operational management control and/or in an NGO in a financial coordination position at headquarters or in the field
- Knowledge of how auditing and internal control works
- Knowledge of donor accounting and management procedures (notably ECHO, EU, UNICEF, UNHCR, etc.)
- Field experience in international solidarity required, at least 2 years in a finance role
- Knowledge of SAGA software is an asset
- Ability to monitor and collaborate with people working in the field and at headquarters (able to train, advise, monitor, audit)
- Ease of analyzing, synthesizing and restoring
- Ability to evaluate, propose improvements in procedures/tools.
- Proficiency in common management and IT tools, including advanced level of Excel
