Impact Malaria Program

The US Presidents Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

PMI Impact Malaria works with national malaria control programs to help tackle these challenges by:

·Closing the gaps in malaria service delivery to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.

·Unlocking the potential of key drug-based approaches, by helping countries to introduce, implement, and scale-up proven innovations to move countries forward in their elimination efforts, according to each country’s unique malaria situation.

·Strengthening malaria health systems and the use of data for decision-making to link operational research and country-led dialogue with global technical leadership for the means of accelerating service delivery improvements and advancing key learnings.

The PMI Impact Malaria (IM) team is a result focused, multi-disciplined and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI and UCSF.

The PMI Impact Malaria (IM) project under Population Services International (PSI) seeks a Manager, Finance to lead and manage all financial aspects of its multi-country, multi-million-dollar USAID contract. The FM will be responsible for the overall financial health of the project, manage budgets and processes, provide support and technical assistance to country offices, subcontractors, and the core team, and lead financial reporting for the project. This role calls for expertise and strong interest in both financial and program management on donor funded projects; a high-level of accuracy and attention to detail; and a systems-based approach. The FM will be a team player and work effectively with multiple stakeholders. The FM will serve as a people manager to Finance officers and/or Sr Finance Officers.


Your contributions

You will ensure that project spending is on track and that spending, and activities are in-line with donor and contract requirements and budgets. You will be responsible for proactively overseeing, maintaining, and improving the project financial systems and processes to manage multiple budgets. You will lead and coordinate the preparation of financial reports for the donor and oversee subcontractor invoicing. In that role, you would ensure coordination between the IM teams and the rest of PSI, including Accounting, Accounts Payable, and in-country and regional support teams.

But you are about more than just the numbers. You will also be responsible for understanding the stories behind the numbers and using that understanding to help improve the overall health of the project.

Specific duties:

  • Oversee the production of timely and accurate financial reports for client. 10% of the time.
  • Responsible for leading monthly project finance reviews to monitor financial performance against budget and obligations through user friendly analyses — working with IM Core team Program Officers and IM Country Teams to understand the story behind the numbers and providing support to the Senior Management Team in the management of contractual performance and programmatic decisions 10% of the time.
  • Oversee a team of Finance Officers to ensure high quality work is produced and that the team’s resources are appropriately utilized and allocated, including reviewing and approving timesheets, conducting regular check in meetings, providing regular feedback, and conducting performance reviews. Lead recruits, onboarding, and training for direct report positions. 20% of the time
  • Work closely and effectively with IM’s Contracts and Program Management Team, as well as PSI Finance Department and Regional Program Management Teams, and subcontractor teams. 10% of the time.
  • Lead the development and review of annual workplan budgets for IM countries and core. As required, improve budgeting guidance, processes, and standard operating procedures to increase the efficiency of budget preparation. 20% of the time.
  • Provides day-to-day support to project team and client, including assisting with field-office requests and adherence to prime contract. 5% of the time.
  • Conduct monthly labor spending analysis to ensure salary expenditure trends match resource projections and make recommendations for adjustments; Keep abreast of personnel changes and reflect those in the labor tracking guide for accurate ongoing analysis of resource needs; Update labor trackers as necessary and serve as primary point of contact for questions posed by team members about LOE allocation. 5% of the time
  • Conduct field visits, including leading trainings, conducting, or responding to audits, providing input to work planning, and performing other operational tasks. 5% of the time.
  • Ensure that appropriate audit and compliance improvements and recommendations are implemented on a timely basis, working with PSI’s Finance teams as appropriate. 5% of the time.
  • Build analytical capacity in the country offices and within the department, in coordination with other units of the Finance department. 5% of the Time

What are we looking for?

-Bachelor’s Degree (or international equivalent) in a related field.

  • At least 7 years of work experience with emphasis in Finance/Accounting. Equivalent combination of relevant education and experience may be substituted.
  • At least 1 year of supervisory experience preferred
  • USAID contracts experience preferred
  • Experience with project closeout preferred
  • Excellent written, verbal, and cross-cultural communications skills.
  • Relevant French language skills per country and program portfolio preferred.
  • Expert Excel user, including pivot tables and advanced functions; familiarity with data query tools is helpful.
  • Excellent analytical/problem solving skills.
  • Project and staff management skills.
  • Demonstrated ability to work in a multi-cultural environment.
  • Ability to multi-task and work effectively in a fast-paced team environment.
