Finn Church Aid Foundation is based in Helsinki (Finland) and is the largest Finnish international non-governmental organisation in humanitarian and development aid. FCA is a professional, non-political and neutral humanitarian organisation whose work is based on international humanitarian law and the code of conduct of the International Red Cross and Red Crescent Movement and non-governmental organisations (NGOs) in disaster relief. FCA in the Central African Republic (CAR)
FCA has been present in the CAR since 2013 and operates in the humanitarian and development fields.
FCA Country Coordination is based in Bangui with field offices in Berberati, Bouar, Mbaïki, Bossangoa and Paoua with a total of 93 employees. FCA’s activities are organized around three main themes: the Right to Quality Education, the Right to Peace which includes the protection of Human Rights and the Right to Livelihoods in 8 prefectures: Lobaye, Mambéré, Mambéré Kadéi, Nana Mambéré, Ombella Mpoko, Ouham, Lim-Pende and Sangha Mbaéré.
Job Description:
The general objective of the Gender Specialist position is to strengthen the gender policy of the FCA-RCA mission and ensure its implementation.
More specifically, the Gender Specialist will have to ensure the integration of the gender approach in the mission’s projects, particularly in the Education For All project, and ensure compliance with the implementation of this approach in the execution of the activities of the various projects.
He/she will work under the hierarchical supervision of the Program Coordinator and in conjunction with the project managers as well as with the Berbérati base manager and the gender referent at FCA headquarters.
Responsibilities:
The Gender Specialist is responsible for:
1. Improve gender integration in projects
- Develop/update FCA’s gender strategy in CAR
- Assess the implementation of the gender aspect on the FCA CARCO mission and among partners
- Assess the needs for integration, improvement and strengthening of the gender aspect in the practices and activities of partners;
2. Ensure capacity building in gender integration
- Develop and propose capacity building plans for FCA staff and partners taking into account needs
- Train, support, assist and advise partners and the FCA team on integrating gender into their practices;
- Organize gender briefing sessions for staff in FCA field offices
3. Contribute to strengthening the positioning of the FCA national office in terms of respect for gender
- Support the implementation of the gender equality policy and the associated action plan;
- Participate in monitoring, evaluation and reporting of activities, ensuring that the gender aspect is taken into account;
- Initiate advocacy actions for gender equality as needed.
- Contribute to the drafting of projects and development of the country program, ensuring the integration of the gender aspect;
- Improve/contribute to the development of tools and practices enabling better integration of gender within the country office and FCA in general;
- Represent FCA in gender-related coordination mechanisms
- Carry out any other tasks requested by the supervisor directly or indirectly related to his/her role.
Qualifications and skills required
- University degree (Master’s degree preferred) in Social Sciences, Gender, or related discipline.
- Proven knowledge of the concept of gender and associated notions (gender relations, human rights, gender stereotypes, gender-based violence) as well as the integration of gender in projects and programs;
- Experience / Professional skills
- Minimum 3 years of experience in a gender specialist role
- Experience in gender mainstreaming in humanitarian and development projects and programs.
- Experience required in developing and facilitating awareness-raising workshops on gender-related issues (reducing inequalities, empowerment, positive masculinity, gender stereotypes, gender-based violence, etc.);
- Experience in AFD-funded projects/programs and knowledge of the MINKA approach would be an asset.
- Experience required in supporting professionals, capacity building, adult training or leading workshops.
- At least 3 years of work in international NGOs in humanitarian or development contexts
- Written and oral proficiency in French, English would be an asset.
- Excellent communication and writing skills, rigor and organization.
- Ability to summarize, good teaching and interpersonal skills, as well as diplomacy.
- Have good computer skills in budgetary, operational, and activity management formats (Word, Excel, Outlook).
