Finnish Refugee Council (FRC/ Suomen Pakolaisapu (https://pakolaisapu.fi/en/) is a Finnish non-governmental organisation with HQ in Helsinki. The Finnish Refugee Council advocates for the rights of refugees, displaced populations and migrants, and supports them for a new beginning. By reinforcing equity and creating opportunities for everyone to lead a decent life, FRC supports the establishment of fair and equal societies.

Education forms the foundations of an equal society, and FRC´s activities place emphasis on capacity building for the most vulnerable members of societies as well as for community-based organisations, thus strengthening basic democratic structures. Protection for the most vulnerable, particularly women and girls, is also at the centre of FRC operations as well as humanitarian assistance for the forcibly displaced and the most vulnerable among the host communities.

FRC has been registered under the Relief and Rehabilitation Commission (RRC) and accorded legal personality with Reg. No. 5128 on 8th of November 2023 as International Organisation. Should the funds FRC applied for to the Ministry for Foreign Affairs of Finland be granted as expected, FRC will start its operations in South Sudan in the second quarter of 2024 implementing the 1 year-long humanitarian intervention in East Akobo County, Jonglei State titled “Supporting vulnerable returnees from Sudan & Ethiopia and local population in South Sudan border areas” which includes multi-purpose cash support, financial literacy and GBV protection components.

FRC is searching for a dynamic and pro-active South Sudanese professional to be appointed,

Senior Finance & Admin Officer at South Sudan Country Office

to support the Country Director and Country Team for any administrative and financial matters.

Description of Main tasks:

  • Keep the country programme/project bookkeeping and deals with financial requests and advances.
  • Ensure compliance with the national legal and regulatory framework, including tax and labour law requirements.
  • Support FRC Country Director in budgeting and compliance with FRC and donors’ financial requirements.
  • Support FRC Country Director and provide guidance on the development of new project and programme budgets and plans.
  • Support FRC Country Director for staff recruitment, management and performance assessment.
  • Supervise the development of HR policies and procedures (to be outsourced) and update and keep HR documents.
  • Supervise and manage the development of the Finance and Administration processes and procedure aligned with FRC policies and documents.
  • Oversee logistics & procurement.
  • Report to FRC Country Director.
  • Liaise with the HQ Financial and Administration Team for all the Country related issues

Specific duties and responsibilities:

  • Control over the entries to the Chart of Accounts.
  • Prepare and review monthly financial reports and ensure all required supporting documents are properly coded and filed.
  • Ensure timely and accurate financial reporting to HQ, partners and donors in compliance with their specific requirements.
  • Preparation and review of monthly pay-rolls.
  • Carry out monthly analysis of actual expenditure vs. budget;
  • Adhere to all legal financial requirements.
  • Facilitate the opening of bank accounts and supervise the processing of bank and cash transactions and carry out the related monthly reconciliations.
  • Review and consolidate monthly/quarterly financial forecast and cash requests with Programme Manager/Country Representative and ensure fund availability for project implementation.
  • Ensure compliance with donors’ regulations, FRC policies and government rules and regulations.
  • Verify that FRC procurement procedures are followed and understood by and accessible to all concerned staff.
  • Advise FRC Country Director on areas of risks and recommend actions to take.
  • Implement and adjust to the local context FRC Financial/admin and HR policies and procedures.
  • Manage recruitment processes and identify recruitment needs.
  • Put in place appropriate performance evaluations systems.
  • Carry out any other tasks as requested by FRC Programme Manager/Representative.

Requirements:

Education:

  • A bachelor degree in Finance/Economics/Business Administration or similar with minimum Certified Public Accountant qualification.

Key competencies:

  • At least 4 years’ experience in a similar position for INGOs.
  • Previous experience in HR management.
  • Familiarity with national labour and fiscal laws governing the sector.
  • Knowledge of fund accounting and financial management.
  • Familiarity with main donors’ (e.g. EU, UN Agencies) financial regulations.
  • Knowledge of procurement principles and procedures.

  • Ability to work independently in a rapidly changing professional environment with a view towards establishing local administrative procedures and protocol that will ensure optimal functioning of the operations.
  • Excellent interpersonal, organizational, and time management skills.
  • Supportive personnel management style and ability to work in and as a team and strong leadership skills.
  • Proficient written and spoken English language skills.
  • Proficiency is Microsoft Office package.

Desirable:

  • Training on human resource management and security.
  • Familiarity and previous experience in functional adult literacy programmes.

Duration of assignment

One year; this post is subject to securing the funds FRC has already applied for to implement a humanitarian intervention in Jonglei State; confirmation about this funding is expected by the end of February/beginning of March 2024. The likely start date of the assignment is 1th of April 2024.

Duty Station

Juba with travels to project area/s if needed.
