Food Security and Livelihood Coordinator
GENERAL OBJECTIVES:
The FSL Coordinator will be responsible for developing and monitoring the implementation of the FSL Strategy for the oPt mission in the context of dramatic changes over the course of the last months. S/he will oversee the quality of implementation within the FSL and MPCA portfolio. The FSL Coordinator will fill in any gaps in FSL PM in the Gaza base and/or be deployed inside the Gaza Strip during the breaks/leave of the FSL PM to ensure smooth implementation and support the teams. The FSL Coordinator will play a leading role in developing proposals and representing the organization externally, especially in the Cluster and Technical Working Groups. The FSL Coordinator will ensure the integration of ACF’s FSL activities with the other sectors of intervention (WASH, Nutrition mainly) and will ensure support the integration of gender and environmental considerations.
KEY ACTIVITIES
Objective 1: Support the implementation and the quality of project implementation
including Emergency and Recovery Project (40%)
- Support the implementation of AAH FSL and MPCA projects and lead the implementation in the period of gaps of FSL PM especially in the Gaza Strip.
- Support the FSL PM in the development of Project and Project Management tools (assessment forms, beneficiary or location selection criteria, budget, MEAL Plan, Work plan, etc.) and/or lead their development and update in the absence of FSL PM; follow and plan day-to-day activities in case of gaps in the base.
- Collaborate with the MEAL teams to develop and reinforce effective and relevant MEAL Tools.
- Support AAH efforts to import food and FSL-related goods and equipment from outside Gaza, participate in the development of BoQ and framework agreements, and supply quality checks in close collaboration with the teams involved in international procurement.
- Ensure smooth and timely implementation of projects, especially in the Gaza Strip, and participate in deployments inside the Gaza Strip to fill in gaps, recruit and train teams, establish guidelines, and support the starting of new projects.
- Support the identification of bottlenecks for quality and timely implementation and identify solutions in close collaboration with the base and relevant support functions.
- Ensure quality, pertinence, innovation, efficiency, effectiveness, and multisectoral of the FSL programs and interventions and participate to the development of technical and innovation tools related to FSL projects (Monitoring tools, technical requirements, ToRs for consultants and evaluators, ad hoc reports, capitalization reports)
- Participate or lead the writing of donor and internal reports as necessary.
Objective 2: Understand and analyze the Food Security and Livelihoods sector and
define priorities of intervention (10%).
- Collect and analyze primary and secondary data related to the Food Security Livelihoods Sectors and the use of CVA and MPCA.
- Identify the needs of the most vulnerable populations through a literature review, stakeholder coordination and design and implementation of relevant needs assessments;
- Monitor the implementation of the FSL mission strategy, its revision, and its cost-effectiveness. Continuously identify priority interventions on how they should be adapted to the context.
- Understand what other actors are doing and identify the possibility of collaboration and partnership.
- Develop talking points, presentations and products to present the FSL programming and/or to brief senior management.
- Closely collaborate with the advocacy teams on any initiatives relating to FSL and MPCA, Cash availability, Market Analysis etc.
Objective 3: Ensure the active participation of AAH in national sectoral coordination and technical forums (20%)
- Ensure effective communication with stakeholders involved in Food Security (meetings, data sharing through existing platforms and brainstorming) and with local authorities involved in strategy and project definition and/or implementation.
- Represent ACF in relevant external coordination meetings (Clusters) and co-lead relevant initiatives and Working Group (e.g. Agriculture Working Group in Gaza).
- Responsible for the AAH contribution to the Cluster (5W, participation to the development of a guideline etc.) in close coordination with the field offices and PMs who represent AAH at field level.
- Support the DCD, HoBs, and CD in identifying opportunities of collaboration with NGO, INGO, Universities, the private sector etc.
Objective 4: Actively participate in the development of new proposals (20%)
- Lead the design of new FSL Programs and/or participate in the design of new multi-sector projects (can include Log frame, Theory of Change, M&E Plan, etc.).
- Write a section of proposals and/or full proposal, if necessary, in close collaboration with the Grant Manager and the DCD.
- Lead the costing of AAH proposed activities and the estimations with regard to beneficiaries’ numbers and M&E targets using previous experience and lessons learned.
Objective 5: FSL team support and capacity building (10%)
- Participate in the recruitment and assess the capacity of the team, suggest and conduct training, and propose new recruitments whenever required, support the base to do team sizing and identify the right profile needed.
- Support the team through coordination meetings and capacity-building initiatives.
- Identify the FSL training needs and propose training plans to the staff and HR.
- Conduct on-the-job training for newly hired team members, especially during deployment inside the Gaza Strip and remote support (in FSL and CVA but also on PCM and planning).
Objective: Others
- Respect the security rules specified in the mission and base security plan.
- Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.
- Promote gender equality within the humanitarian and/or development work.
CANDIDATE DESCRIPTION:
- Bachelor and/or master’s degree in food security or Related Field, preferably with an academic background in Humanitarian Action.
- Experience and technical knowledge of emergency and recovery FSL activities.
- Technical background in MPCA/CVA Experience and technical knowledge in Livelihoods program design and implementation, preferably in the Middle East.
- Technical background in agriculture and Livestock a strong asset (working experience and/or education). Knowledge of PCM and previous budget management experience is a must Experience in drafting log frame and writing proposal.
- International mobility with the ability to travel to West bank and Gaza and stay overnight.
- At least 5 years of previous field experience in a relief NGO, ideally in a similar role.
- At least 2 years of project management experience.
- Previous experience in the humanitarian field (at least 5 years) Good understanding and familiarity with the Humanitarian Coordination System.
- Fully proficient in MS Office, Outlook and Skype, familiarity with GIS and ODK as an asset.
- Based in Jerusalem with frequent trips to the West Bank and the Gaza Strip if conditions allow Considering the current limitation of visas (for foreign nationals) and permits (for West Bank ID holders) the Coordinator may be requested to work from home or another ACF office if/ as long as the Jerusalem office is not accessible.
REMUNERATION PACKAGE

Total salary package estimated at 40,676 euros / year (divided into 12 payments) according to the following concepts:
- Salary: 32,000 euros / gross / year.
- Context/danger bonus: 4,800 EUR per year (Once the person is inside Gaza and not fixed. This plus is reviewable throughout the contract based on the applicable risk analysis)
- Other benefits assumed directly by the organization for an approximate value of 15,000 euros / year.
- Life, accident, health and repatriation insurance for the expatriate.

- Help with transfer or change of mission (depending on the duration of the contract).
- Assistance for vacation return: provided that the expatriate has been on a mission for more than 1 year and has committed to another year.

- Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).

- 25 days of paid vacation per year.
