Food Security, Livelihood and Climate Advisor/Senior Advisor At Norwegian People’s Aid

Background

Climate change will affect us all, but has a more immediate and direct impact on those who have the least and who live off the food they produce themselves. The poorest people in the world depend on the food production of small farmers. Smallholder farmers and indigenous peoples are key to strengthening the resilience of food systems and to improving access to nutritious food. Nevertheless, they face a range of challenges, including climate change, threats to land security, lack of tools and farm input as well as access to markets.

Fundamental to NPA’s approach to food security is small farmer’s ability to organise. Norwegian People’s Aid works with over 30 farmers’ organizations throughout the world, which play an essential role in improving the conditions of small farmers. Through our collaboration with the organisations, they have greater opportunities to guide members and influence public policy.

As a part of NPA’s strategy the organisation has decided to strengthen and expand its work on Food Security and Livelihood (FSL), including climate change adaptation

To help us take this ambition forward we are looking for a self-motivated and enthusiastic Advisor with solid thematic experience and ability to further develop and drive NPA’s strategic approach and engagement. The successful candidate will be a part of the Programme development section in the Department for Development and Humanitarian Cooperation in Oslo and work closely with country offices as well as other technical and geographical advisors to support new and ongoing programmes.

The FSL and Climate Advisor/Senior Advisor will be responsible for providing support to NPA country programme staff and partners in order to successfully design and implement high quality programs. The Advisor/Senior Advisor will also support the establishment of new programs as well as capacity strengthening of NPA staff and partners.

Main Responsibilities

  • Guide NPA’s thinking and approaches on Food Security and Livelihood, including climate change adaptation
  • Support Country Programmes and partners in developing and implementing quality programmes
  • Contribute to developing NPAs positions on FSL and climate change adaptation, and engage actively in advocacy for change
  • Actively represent NPA and serve as the thematic resource person on sector networks and thematic working groups
  • Provide capacity building and training to country offices, partners and colleagues in Oslo
  • Identify funding opportunities and support country programmes and Oslo based colleagues in pursuing these.
  • Contribute to systems that ensure project proposals and programs align with best practice in the sectors and conform to internationally accepted standards and country guidelines
  • With country focal points, ensure the establishment and strengthening of monitoring activities

We are looking for the following experience and qualifications

  • University degree in Social Sciences or a Food Security and Livelihoods related discipline
  • Minimum of 3 years humanitarian/development experience, including field experience
  • Demonstrated experience in the design and/or implementation of FSL and/or Climate change adaptation programmes in a development/humanitarian context
  • Solid understanding of standards and best practice in the sector
  • Experience with monitoring, evaluation and learning.
  • Is up to date on global trends and development in the sector
  • Experience with fundraising
  • Experience from working with local civil society partners
  • Excellent written and verbal communication skills in English. Norwegian an asset.
  • Ability to travel internationally up to 30% of the time.
  • Independent and flexible

Salary step 35 – 55: 431 882 – 630 394 NOK depending on your education and relevant experience.

The FSL Advisor will be based in Oslo and is expected to travel up to 30% of their time to provide technical assistance to country programmes.

This position requires technical knowledge, work experience and capacity strengthening experience in areas affected by conflict or where humanitarian response programming was taking place.

Preffered start date is as soon as possible.
