Food Security Project Manager At Concern Worldwide

About the position: This is a 12-month position with unaccompanied conditions based in Koupela, Centre-East region, Burkina Faso, with a salary of Grade 3 (€39,911 – € 44,346). We would like you to start on July 1st, 2023, subject to funding.

You will report to the Area Coordinator in Koupela and directly supervise a team of four people including an Economic Recovery Program Manager, an RRM Program Manager, a Gender and Protection Assistant and a MEAL Assistant; with overall responsibility for a programmatic team of 11 people. You will manage the project in close collaboration with the Area Coordinator, the Base Manager, other project leaders or coordinators and the coordination and technical support team based in Ouagadougou.

Position Background:

The Pouytenga Emergency Food and Livelihoods Activity project funded by USAID/BHA will mark the launch of Concern Worldwide’s large-scale food security activities in Burkina. This 12-month project will be based primarily in the commune of Pouytenga, but with some activities that may occur throughout the Centre-East region. The project aims to improve the food and nutrition security of conflict-affected IDPs and host communities; restore the livelihoods of IDPs; and respond to the emergency needs of IDPs and host communities following population displacement in Kouritenga province.

Your mission: Manage and coordinate the implementation, monitoring and evaluation of the food assistance, economic recovery, and Rapid Response Mechanism components of the BHA project.

You will be responsible for:

Project management

  • Oversee the implementation of the BHA project including the food assistance, economic recovery and emergency response mechanism components, ensuring timeliness and delivery according to the business plan and logical results framework.
  • Ensure that the program adheres to Concern’s food assistance and livelihoods approaches, best practices and all internal policies and procedures.
  • Ensure program quality throughout implementation and monitoring in accordance with Concern’s Program Quality Guide (PQ Guide).
  • Promote best practices and contribute to continuous learning.
  • With the support of the Area Coordinator, the Finance and Systems team (logistics, HR, IT), ensure effective and efficient implementation and management of activities in accordance with the project proposal and donor requirements.
  • In support of the Gender and Protection Assistant, ensure that cross-cutting themes such as equality, gender, protection, environment, and conflict are integrated into the program and that they comply with core humanitarian standards (CHS).
  • Ensure community participation in the implementation of the program through appropriate mechanisms.
  • Develop and revise program operational plans in a timely manner (timeline, procurement plan, monitoring and evaluation plan, etc.), based on the plan submitted to the donor, field implementation conditions, and in accordance with best practices
  • Ensure that materials, equipment and other items are ordered and received on time and are of the required quality;
  • Ensure proper use of Concern’s assets and resources available to him and to employees under his responsibility
  • Identify areas where improvements can be made to increase impact, identifying and incorporating lessons learned into program design.
  • In cooperation with the M&E team and program technical assistants, ensure transparent targeting of program participants among IDPs and host families, respecting the principles of accountability and participant protection in accordance with Concern’s Code of Conduct and related policies.
  • Actively contribute to the implementation of Concern’s Complaint Response Mechanism (CRM) for accountability to program participants.

Personnel Management:

  • Manage and support the Food Security/Livelihoods and RRM program staff by ensuring that there is a clearly defined structure, updated job description and reporting mechanisms for each team member.
  • Ensure team members are aware of key Concern policies and procedures relevant to their work and, with support from others, conduct regular briefings on these policies, including safeguard policies, anti-fraud policy, security management, accountability, etc. Assist in the implementation of these policies.
  • Assist in providing or coordinating the training necessary to carry out quality activities. Provide coaching and mentoring to program staff.
  • Agree on clear performance objectives for all direct reports, and ensure that all team members have appropriate objectives, and that performance reviews are conducted in a timely manner in accordance with Concern’s PDR process.

Financial Management:

  • Manage the BHA project budget, including regular monitoring of expenditures, and monthly feedback on budget vs. actual accounts, in accordance with Concern’s financial procedures and guidelines.
  • Review financial reports and inform the Program Director and Country Finance Manager of irregularities and discrepancies or risks of non-compliance with budget lines.
  • Prepare a budget review (pipeline) if necessary.
  • Develop internal reviews of Concern’s overall budget with the support of the finance team and on schedule, while building the capacity of program managers to improve their budget management skills.
  • Develop a clear work and expenditure plan and ensure that the program is implemented within the agreed/approved budget and schedule.

Monitoring, evaluation and learning :

  • Support the MEAL Officer and MEAL Assistant in addressing M&E requirements and methodologies and understand their roles and responsibilities in the M&E system;
  • Ensure that the project baseline and endline and all necessary post-distribution monitoring (PDM) is done, contribute to data analysis, ensure report writing and use of results for Performance Based Management through support and coordination with the MEAL team and program.
  • Ensure that information about program activities and beneficiaries is captured, stored, and analyzed in a timely manner according to the established M&E plan;
  • Produce a monthly narrative report on the progress of project activities in accordance with the reporting tools provided by the Emergency Coordinator and/or the Program Director and ensure monthly reporting on GMS
  • Ensure quality program reports are produced and submitted to the Grant Manager/Program Director in a timely manner, in accordance with predefined deadlines;
  • Capture key lessons learned from electronic monetary assistance activities in the program.
  • Assist with knowledge management and archiving of financial, logistical and program documents related to food security

Networking and representation :

  • Liaise with other technical programs to ensure that Concern’s work is both integrated and complementary.
  • Develop and maintain good working relationships with state authorities, international agencies, the Rapid Response Operational Coordination Group (RROCG), NGOs, and other stakeholders working in the region.
  • Participate in regional coordination bodies including potentially the food security cluster, GCORR, and the Cash Working Group (CWG)

Security:

  • Oversee program safety and ensure that all program personnel strictly adhere to the safety management plan and standard operating procedures (SOPs); and develop safety specific SOPs when necessary.
  • Ensure staff communicate safety incidents and concerns in a timely manner;
  • Provide timely security information/updates/alerts to the Area Coordinator or Country Security Focal Point (Systems Director).

Other:

  • Contribute to the organization’s accountability initiatives, including overseeing the deployment of Concern’s CHS (Core Humanitarian Standards) commitments.
  • Adhere fully to the commitments and rules of Concern’s safeguarding policies (Code of Conduct and related policies), including respect for confidentiality and the duty to report.
  • Carry out any other relevant tasks that may be assigned by the Area Coordinator, the Program Director.
  • Actively participate in any emergency response if requested by the Country Director

Your skills and experience will be as follows:

Required Education, Qualifications and Experience:

  • Relevant degree (agriculture, community development, economic agriculture or related discipline).
  • At least three years working in emergency contexts for an international NGO with program management experience;
  • Experience with IGAs, cash-for-work and/or electronic cash assistance programming (mobile money/electronic cash assistance).
  • Design and implementation of food security/livelihood projects
  • Demonstrated ability to write reports, analyze requirements and document.
  • Good understanding of monitoring and evaluation processes and tools.
  • Excellent communication skills in French, both written and oral.
  • Proven planning and time management skills.
  • Good team player, flexible, and able to work with a multinational team.
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

Desirable:

  • Master’s degree in a relevant discipline (agriculture, community development, economic development, or related)
  • Recent professional experience in Burkina Faso or in a similar context;
  • Experience in proposal development;
  • Working knowledge of English
  • Experience working in unsafe environments.
