Terms of Reference

For the following services:

Translation, Transcription & interpretation, Graphic & Animated video Design, Copy Editor/Writer & Photography, story teller and Videography

The Norwegian Refugee Council develops a range of communications and programme products on a regular basis and is seeking professional firms/individuals that will provide these services including translation, transcription & interpretation, graphic and animated video design, copy editor/writer, photography and videography.

Professional firms and individuals who meet the necessary qualifications are allowed to apply for the appropriate service(s) or lot(s) that correspond to their specific areas of expertise. Meeting the required criteria is a prerequisite for application. Furthermore, if they meet the requirements for all lots, they are also given the opportunity to apply for all available lots.

Purpose:

This ToR outlines the requirements for professional translation and transcription services to support NRC programmes ensuring accuracy and cultural relevance across diverse languages.

  1. Translator/Transcription Service (Lot 1):
  • Translation of written documents, including but not limited to reports, briefs, surveys, and promotional materials from English to Somali/vice versa.
  • Transcription of audio and video recordings from English to Somali/vice versa according to NRC guidelines, with the provision of both verbatim and edited transcripts.
  • Live interpretation from Somali to English and English to Somali, as well as Maai to English and English to Maai, during meetings or conferences.
  • Ensuring that translations and transcriptions are contextually appropriate and maintain the integrity of the original message.

Expected Deliverables and Outputs:

Key deliverables include:

  • Translated documents and transcribed texts, delivered in agreed-upon digital formats.
  • A glossary of terms used in translations to ensure consistency across all materials.
  • Interpretation: presence and live interpretation during live events.

Evaluation Criteria of Key Deliverables:

  • Quality and accuracy of interpretation, translation and transcription, adherence to deadlines and NRC, and the ability to handle technical jargon relevant to the task.

Service Duration:

This framework agreement remains in effect for a duration of two years, with initial contract to be signed One (1) year commencing from the date of contract signing and renewable subject to satisfaction of services provision. However, specific Terms of Reference (ToR) will be developed for each required task throughout the contractual period. The ToR will outline the expected deliverables, timeline and other pertinent details related to the specific task.

Budget and Payment:

ToR will be developed for each task based on the agreed prices. The budget of each task will be fixed based on the bid quotation. Bidders are required to submit the quotation of the following services using the Service Provision Description and Pricing Proposal table in Section 8.

  • Translation from Somalia to English (Rate per 100 words of source document language).
  • Translation from English to Somali (Rate per 100 words of source document language).
  • Translation and transcription of audio/video content from Somali to English (Rate per one minute of source audio/video language).
  • Translation and transcription of audio/video content from English to Somali (Rate per minute of source audio/video language).

The selected service provider will be expected to sign a confidentiality agreement to safeguard sensitive information within the materials to be interpreted, translated or transcribed.

Qualifications and Application Requirements:

  • Relevant bachelor’s degree is required
  • Relevant diploma will be added value.
  • Proven experience in interpretation, translation and transcription with reputable organizations in the humanitarian and development fields is required
  • Sample of previous work is required
  • Proficiency in Somali, Maai and English is required
  • Certification from a recognized linguistic authority if available.
  • This is open to only Somali national professional firms/individuals

2. Graphics and Animation Design Service (Lot 2):

  • Create infographics, diagrams and graphics that are eye-catching and easy to digest for a general audience in line with NRC visibility and branding guidelines.
  • Layout text and other content strategically for ease of reading.
  • Design maps, brochures, pamphlets, and factsheets.
  • Ensure consistency of branding, presentation and messaging.
  • Collaborate with NRC team members to devise creative ways of visually communicating information on NRC programme and other communication/ visibility materials .
  • Design creative animated short movies and videos relating to NRC programmes.

Expected Deliverables and Outputs

Key deliverables include:

  • High-quality, visually engaging final products delivered to NRC in soft copy.
  • All text and figures in documents are free of errors.
  • Products are easy to read, and a general audience easily understands infographics and diagrams.
  • Files designed in line with the NRC visibility and branding guidelines.
  • The products to deliver are based on this ToR and deliverables of each individual task order as agreed upon by the consultant and NRC.
  • Short animated videos.

Evaluation Criteria of Key Deliverables:

  • Quality and accuracy of graphics and animation services, adherence to deadlines, with relevance to NRC.

Service Duration:

  • Proven experience in graphic and animation design services with reputable organizations in the humanitarian and development fields is required
  • A sample of previous work is required.
  • This is open to both national and international professional firms/individuals.

3. Copy Editor/Writer Service (Lot 3):

  • Reviewing and editing text for clarity, grammar, spelling, and punctuation. This involves substantive editing for structural coherence and logical flow.
  • Writing and generating original content on assigned topics that meet the NRC’ objectives and tone guidelines. This might include creating articles, reports, web content, or other materials as needed.
  • Collaboration with the NRC team to brainstorm ideas, conceptualize strategies, and refine messaging.
  • Consistency checks and ensuring that the document adheres to NRC branding guidelines and that there is a consistent voice throughout.
  • Verifying the accuracy of information presented and citing sources as necessary.

Expected Deliverables and Outputs

Key deliverables include:

  • Clean, well-structured, and error-free final drafts of texts/reports.
  • The number of written pieces such as articles, blog posts, or reports.
  • Documents that follow specific style guidelines provided by the client.
  • Regular updates on the status of ongoing editing/writing work.
  • A compilation of all completed writings and edits, formatted and ready for publication.

Evaluation Criteria of Key Deliverables:

  • Quality and accuracy of Editor/Writer services, adherence to deadlines, with relevance to NRC.

Service Duration:

  • Proven experience in copy editor/writer services with reputable organizations in the humanitarian and development fields is required
  • A sample of previous work is required.
  • This is open to both national and international professional firms/individuals

4. Photography, story telling and Videography Service (Lot 4):

  • Capturing high-quality photos from NRC programmes across Somalia
  • Capturing video footage from NRC programmes across Somalia.
  • including drone footage
  • Produce and deliver JPEG High-resolution post produced and color edited photos as well as RAW files with captions, GPS locations and consent forms.
  • Produce and deliver short videos (2-5 minutes) about NRC programmes in line with NRC branding guidelines to be used on different platforms, fully edited and with appropriate subtitles
  • Produce and deliver documentary videos (5 minutes) on the ongoing NRC activities. The videos may contain a range of materials, including b-rolls, aerial footage, activity footage, interviews with beneficiaries, project staff, officials and other relevant stakeholders, fully edited and with appropriate subtitles
  • Story telling: Well written human-interest stories including writing accompanied by high resolution commercial photos.

Expected Deliverables and Outputs

Key deliverables include:

  • JPEG High-resolution post produced and color edited photos as well as RAW files with captions with GPS locations and consent forms..
  • Original video footage including drone aerial footage with consent forms.
  • High-resolution documentary videos highlighting NRC programme activities including b-rolls, aerial footage, activity footage, interviews with beneficiaries, project staff, officials, and other relevant stakeholders.
  • High-resolution short videos focusing on the various NRC programme activities across Somalia that can be used for different platforms.

Evaluation Criteria of Key Deliverables:

Norwegian Refugees Council reserves the right to withdraw, accept or reject any bid application and may annul the tender process at any time prior to contract award without thereby incurring any liability to the affected bidder/s.
