Framework contract for JIPS Designer 2023 At Danish Refugee Council

  1. Who is JIPS?

JIPS is an interagency service established in 2009 to bring governments, communities, humanitarian and development actors together to collaborate towards collective outcomes and durable solutions to displacement situations. It does so by supporting collaborative and responsible data processes including profiling, developing the capacities of governments and key stakeholders, and advancing global discourse towards sound global standards. Field-focused and committed to enhancing local ownership and capacity, JIPS is a globally recognised impartial broker that draws on extensive field experience in diverse displacement contexts and a unique combination of technical, soft and political skills to drive change in the contexts it supports and the global discussions it informs.

  1. Purpose of the consultancy

The objective of this consultancy is to support JIPS with the design and layout of its diverse institutional and knowledge products between February and July 2023. This may include guidance and tools, organisational materials, outputs related to JIPS’ country support, as well as other design/visual assets (e.g. data visualization, infographics or icons, materials for events and social media dissemination).

Existing publications, available on JIPS’ publications page, serve as reference for upcoming design work. Some publications may be translated and thus need to be designed in additional languages (typically Spanish, French, sometimes also Arabic).

  1. Background

JIPS publishes a variety of institutional and knowledge products for a wide range of audiences, made available on its website, in line with its mission to provide technical support to collaborative data processes at the country level, as well as share its experience, knowledge and lessons learned between the local and global levels through guidance/tools on collaborative data processes in displacement situations and their use for evidence-based policies and action. Where relevant, publications are translated to make them available to a larger audience and across displacement contexts.

  1. Scope of work and methodology

With a dedicated focal person in JIPS (Head of Knowledge Sharing and Communications) and in close cooperation with relevant JIPS colleagues, the Consultant is expected to perform diverse tasks following an agreed-upon process, as broadly outlined below, until the hours allocated are used up:

  • Design kick-off meeting for a given product with JIPS’ focal person, based on JIPS’ design brief
  • Develop an initial draft design (or key pages thereof, depending on the scope of the product)
    • JIPS to provide review and feedback (iteration #1)
    • Meeting to discuss feedback and ensure common understanding, as needed
  • Consultant to refine and resubmit, as needed
    • JIPS to provide review and feedback (iteration #2-3)
    • Meeting to discuss feedback and ensure common understanding, as needed
  • Consultant to refine and finalise for final approval by JIPS
    • JIPS to final-approve
  • Once finalised, consultant to prepare and supply the final PDF (print + web versions, as needed) and packaged InDesign file (incl. infographics, illustrations, icons and other assets)
  1. Deliverables

The consultant will support JIPS to design and layout a diverse range of products until the hours allocated are used up. Outputs will include JIPS’ institutional publications, JIPS’ guidance and tools, assets for JIPS’ country support, as well as illustrations and other visual assets as needed (also see Annex A.2).

JIPS will provide a design brief for each product. This will be discussed in detail at the kick-off meeting where any questions can also be clarified.

All information presented, obtained and produced under this consultancy is to be treated as JIPS’ property and is considered as confidential for all other purposes than what is outlined in the ToR. The material prepared by the consultant cannot be sold, used, or reproduced in any manner (partially or in full) by the consultant without prior permission from JIPS. The consultant will be required to share the full design package with JIPS after the completion of each deliverable.

  1. Duration, timeline, payment

The total expected duration to complete the deliverables under this framework and consultancy is 200 hours over a period of 7 months, between February and August 2023, with the possibility of an extension. Please note that the working intensity during the defined timeframe will likely vary.

JIPS will provide the consultant with an hour tracking sheet. The consultant will be required to indicate the estimated number of hours and timeframe needed at the beginning of each design project, as well as the actual number of hours used up and delivery date. This will be done with the input and supervision of JIPS’ focal person.

The consultants will receive 20% of the total fee at the signature of the contract; 40% mid-way through the contract on satisfactory delivery of services; and the remaining 40% on satisfactory delivery of services at the completion of all hours allocated. The consultants’ fee must include all taxes and other changes, including any VAT costs. Any specialized technical equipment needed to fulfil services should be included in the rate.

The financial proposal (bid form) must be in CHF.

  1. Proposed composition of the team

We suggest that the consultant include a proposed composition of the team if need be in the proposal.

  1. Eligibility, qualification, and experience required

Eligibility: The consultant has the authorisation to work remotely. The Consultant must be available upon request during the timeframe of the contract between February and August 2023.

Skills and knowledge

  • Adobe CC Suite, graphic design knowledge
  • Illustration, icon design, graphic storytelling
  • Infographics, data visualization
  • Excellent command of English

Qualification, experience

  • Consolidated experience in graphic design, publishing, and layout, including production of high-quality institutional products, guidance/tools, illustrations and infographics, and other types of publications
  • Excellent project management, responsiveness, ability to meet tight deadlines while maintaining quality is a must.
  • Ability to keep consistency with JIPS’ existing publications and overall mission and identity, incl. high attention to detail and ability to tailor the design as per set objectives and target audiences
  • Working experience in development or humanitarian sphere, and/or displacement is desirable.
  • Familiarity with JIPS products and previous work with JIPS or its partners is an asset.

  1. Technical supervision

The selected consultant will work under the supervision of JIPS’ Head of Knowledge Sharing and Communications, Corina Demottaz, demottaz@jips.org, and where relevant collaborate with other JIPS team members.

  1. Location and support

Remote work. The Consultant will provide their own computer and mobile telephone.

No travel is required for this consultancy.
