SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in around twenty countries, SI teams – 2,000 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

Job Description

The Anti-Abuse Officer reports to the head of the Ethics and Internal Audit department and works closely with the various department and service managers at headquarters on managing reports relating to abusive behavior.

The main mission of the Anti-Abuse Officer is to support the Head of the Ethics and Internal Audit Department and the General Management in the deployment and operationalization of an anti-abuse framework. He/she will be more specifically in charge of developing and improving standards, developing and supporting the implementation of prevention and detection logic and practices, and finally managing reports and responding to abuse. He/she has a specific role in receiving and monitoring reports at headquarters and in matters of administrative investigation – follow-up advice or possible direct involvement.

He/she may be required to travel occasionally to the field at the request of his/her hierarchical superior (up to 20% of the time excluding holidays).

Through 3 essential pillars of the position which are prevention and dissemination, response and management of reports and management or advice in matters of administrative investigation; he/she (non-exhaustive list):

  • Participates in the development of internal standards in the fight against abuse,
  • Contributes to the development of a culture of prevention and combating abusive behavior internally, at headquarters and in the field, through appropriate tools, the facilitation of dedicated workshops and training, etc.
  • Ensures monitoring of good practices in terms of prevention in the fight against Fraud, Corruption or any other form of abusive behavior, including SEAH cases.
  • Produces training tools and techniques to strengthen awareness, prevention and detection of alerts.
  • Develops and strengthens the internal reporting management framework.
  • Support for the definition and qualification of reports and allegations received at headquarters and in the field and provides analysis and advice on their management
  • Ensures the monitoring and proper management of reports and communicates any potential deviation in the processing of observed abuses to his/her hierarchical superior
  • Ensures monitoring of corrective measures to be implemented following a specific report, and ensures that the link is made with the tools available to internal audit ( risk matrices, monitoring of recommendations, etc.)
  • Actively participates in the working group on combating internal abuse

Specific issues and challenges:

  • Organization of work requiring the successful completion of basic tasks while ensuring daily operations, the volume and priorities of which may vary.
  • Variable presence of equivalent positions in the field, requiring adaptation of the level of involvement and monitoring depending on the country.
  • Position well integrated into the organization (open in 2021) but for which the processes implemented are not all supervised. Implies an ability to adapt and formalize the decisions and directions taken to strengthen the anchoring of the processes managed.
  • Important turning point taken by the structure in recent years on the subjects of prevention and treatment of misconduct. Taking up the position is carried out in addition to an organizational evolution requiring an ability to support change while integrating recent organizational achievements.

Your profile

Specific skills/experience required:

  • Confirmed field humanitarian experience in “support” professions in coordination positions.
  • Experience(s) in managing professional alert mechanisms in the humanitarian sector.
  • Particular knowledge and sensitivity to the ethical standards of the humanitarian sector and donor requirements in this area.
  • Mastery of administrative investigation techniques and management of risky behavior (safeguarding)
  • Appetite for organizational risk management.
  • Perfect command of French and English, both spoken and written.
  • Mastery of the office suite.
  • Ability to work in a team, be a good teacher, conscientious and have good practical sense.

A plus:

  • Previous experience within Solidarités International or within the headquarters of a Humanitarian Organization
  • Knowledge of internal audit methodologies, risk analysis and risk mapping
  • Adaptability and resistance to stress.
  • Sense of diplomacy
  • Notions of written and oral Spanish / Some notions of Arabic

Language: Excellent command of French and English, both written and spoken.

SI will offer you the following conditions

  • Position based at the organization’s headquarters in Clichy (92), Mairie de Clichy metro station, with occasional travel to the field
  • CDI executive status
  • Gross monthly salary €3,402 or €3,544 depending on profile and experience,
  • Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face time per month (TT package paid monthly). In accordance with the Teleworking Charter in force and the manager.
  • 25 days of leave and 12 days of RRT / year
  • Mutual insurance (80%), meal vouchers (60%), transport tickets (50%) covered by the association; teleworking package (if 100% option)
  • Recovery days and 100% medical coverage during field trips.
