DESCRIPTION OF THE ASSOCIATION
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. We operate in 28 countries with a global approach, focused on the child but also on mothers and disadvantaged communities:
- Prevention and screening from an early age, particularly within the framework of school health programs.
- Care and surgery, to meet the most urgent needs of children and their mothers.
- Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital structures adapted to local needs.
The Infrastructure and Biomedical Department of the Chaîne de l’Espoir is in charge of all hospital projects involving the study and implementation of programs including infrastructure and medical-surgical equipment. Hospital engineering expertise is essential to the development of our organization’s activities.
The Channel of Hope has been working in Ukraine since March 2022. The goal is to increase access to quality medical and surgical care for the Ukrainian population and the injured. To date, the association has supported 12 hospitals in the most affected oblasts (Mykolaiv, Kharkiv, Dnipro, Cherkasy, Lviv, Kyiv), providing 28 tons of trauma kits, oral and injectable medications, operating room equipment and biomedical equipment. With its partner Mehad (formerly UOSSM-Fr), La Chaîne de l’Espoir provided training to health providers from across the country in war medicine techniques (emergency ultrasound, surgery, psycho-trauma).
Given the evolving situation in the country, La Chaîne de l’Espoir intends to continue its support for the hospital health system, in particular to ensure better access to trauma and surgical care in the most affected oblasts and newly established areas. accessible. The association plans to assess the infrastructure needs (reconstruction/rehabilitation) of health establishments and provide a technical feasibility study of the structures if necessary. She will also take into account the needs of pediatric emergencies during her intervention.
POSITION AND MISSION
This position aims to support and strengthen the biomedical team made up of 2 engineers, coordinate current projects in Ukraine particularly and prospect for future projects.
He may occasionally be required to support the biomedical teams in other intervention areas of La Chaîne de l’Espoir.
Under the direction of the Head of the Infrastructure & Biomedical Department, the biomedical engineer will support operations and contribute to the development of tools.
MAIN ACTIVITIES
Site audit & evaluation
- Evaluate and define action plans for hospital projects during technical evaluation missions in Ukraine
- Carry out a market study and local constraints to define the available equipment and ensure on-site sustainability in terms of maintenance & operation
- Analyze international and local markets in Ukraine to identify specific companies to integrate into the purchasing strategy
- Define and understand a technical context within the framework of biomedical programming, and more particularly prioritize requests in coordination with the project team
- Analyze the existing equipment fleet with a view to potential donation, study maintenance data and propose action and continuous improvement plans in Ukraine
- Contribute to the quality approach: implement and update procedures and instructions specific to the biomedical field
Equipment plan, purchase, delivery
- Lead consultation meetings with medical teams to define the needs of the Ukraine project
- Coordinate the activities of current projects: equipment plan, purchase, delivery, etc.
- Develop and manage the local equipment plan by premises with estimation and breakdown of prices by item
- Develop technical specifications for future equipment
- Carry out market research, drafting market documents, responding to supplier questions, analyzing offers for equipment markets following La Chaîne de l’Espoir purchasing procedures
- Actively participate in the selection of offers in the medical equipment tender process
- Identify and reference international companies as a reference supplier base
- Work closely with the logistics department for deliveries of medical equipment to the site
- Monitor operations carried out by suppliers or maintenance providers
- Financially monitor orders and invoicing with the accounting department
On-site maintenance & operation
Provide support on the following subjects:
- Management of the medical equipment of partner hospitals
- Monitoring the operating status of partner hospital equipment
- Carrying out technical interventions in the event of defective equipment
- Monitoring, planning and carrying out preventive maintenance of materials, equipment and systems in the biomedical field of partner hospitals
- Updating and monitoring the inventory, entering internal and external maintenance interventions using a CMMS from partner hospitals
Strengthening the skills of local teams
- Support and advise to strengthen the skills of local teams
- Lead and strengthen the network of volunteer biomedical correspondents to support missions on partner sites
- Search for new partners for donations and loans
- Develop and maintain equipment supplier relationships
- Identify possible training courses to ensure an increase in professional technical skills
- Develop specific job training according to needs for partner structures, whether on site in Ukraine or remotely
- Participate in the technological monitoring of international teams
Support and support Headquarters within the biomedical department in other areas

TRAINING AND SKILLS
Experiences / Training
Holder of a biomedical engineering diploma (or equivalent Bac + 5) or biomedical engineering. You have a minimum of 5 years of successful experience in biomedical engineering, particularly hospital engineering. Experience on international projects would be a plus
Skills and Abilities
- Interest in the international solidarity sector and public health topics
- Knowledge of technical platforms (operating theater, resuscitation, continuing care, imaging, sterilization, etc.)
- International experience and/or volatile context
- Sense of autonomy, rigor, organization and priority management
- Sense of contact, listening, negotiation and teamwork
- Interest in training and knowledge of educational tools
- Computer skills
- Expected personality criteria: good analytical and synthesis skills, ease in oral and written communication, strength of proposal
- Travel to Ukraine approximately every 3 months within multidisciplinary teams (medical / programs / technical)
- Languages spoken: excellent command of English with technical and writing skills. Knowledge of Russian or Ukrainian would be a plus
TERMS
- 12-month fixed-term contract
- Full-time position, based at the association’s headquarters in Paris, 75015 or relocated
- Start date: April 29, 2024
- Travel to Ukraine to be planned (approximately every 3 months within multidisciplinary teams: medical / programs / technical)
- Mutual insurance covered at 80%
- Meal tickets worth 10.83 euros covered at 60%
- Transport subscription reimbursement of 50% or sustainable mobility allowance
- 23 days of annual RTT
- Proposed salary: 39k – 46k depending on profile and experience
