France – Desk Management Controller (M/F) – Paris/Clichy At International Solidarities

WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than twenty countries, IS teams made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

JOB DESCRIPTION

The management controller joins the Desk Myanmar, Nigeria, South Sudan and Afghanistan team, made up of 7 people. The desk team is in charge of managing 4 Solidarités International missions and contributes to the implementation of humanitarian strategies in each of these contexts thanks to funding from donors, such as ECHO, CDC, CIAA, BHA, FCDO or UN agencies.

Within the desk, you are in charge of monitoring the sound financial management of all missions, representing a total budget of around €27 million planned for 2024. You are the reference person on all financial questions of the geographical area both at headquarters and in the field. You ensure the budgetary management of missions, you guarantee compliance with internal procedures and those of donors. In collaboration with the headquarters and field teams, you participate in the development of the annual mission and desk strategy through the definition and monitoring of the annual budget.

You supervise the 4 administrative and financial coordinators in the field, as well as a CDG assistant and a technical assistant at headquarters.

You also join a Management Control pool , coordinated by the Management Control Manager. Within this pool, you will be able to exchange good practices, capitalize on your experiences and contribute to the development of tools and procedures.

You have field experience in a financial coordination position, you want to work at the headquarters of a dynamic association while maintaining a lot of interaction with the field , you like financial and human challenges , you like managing international teams, this position is made for you. You are proficient in Excel and English, you are rigorous, dynamic and creative , you will be able to meet the many challenges of this position.

Through 4 essential pillars of the position: Analytical Quality of accounting; Budget management; Financial and administrative management of contracts; annual programming;

he/she (non-exhaustive list):

  • Ensures compliance with the monthly financial cycle (calendar / reporting of documents – files)
  • Leads the annual accounting closing process in the desk countries
  • Supervises the financial procedures put in place on missions
  • Checks the updating of allocation tables and their consistency with budget monitoring
  • Ensures consistency between budget monitoring and operational development of programs with the Program Manager
  • Controls cash flow requirements on missions and monitors receipt of funds from donors in conjunction with the Field Accounting Officer concerned
  • Controls and validates the budgetary part of the proposals
  • Participates in the annual programming of desk and mission service missions:
  • Exercises functional authority over the administrative coordinator(s) of the missions through the validation of candidates during recruitment, pre-mission briefings, monitoring of work on the mission, performance interviews and debriefings.
  • Supervises the CDG Assistant and the Support Assistant: recruits and sets their objectives, ensures their training, their integration and supports them through a progressive delegation system, carries out their evaluation.

YOUR PROFILE

  • Higher education, such as a higher business school, master’s degree in management/finance,
  • Essential experience in an NGO in a financial coordination position in the field – 2 years, or in a similar position. This position requires a good mastery of accounting and management procedures, knowledge of the rules of donors (ECHO, EU, BHA, FCDO, UNICEF, etc.), extremely rigorous work, interpersonal skills with the various services and expatriates on field,
  • Mastery of the most common office software (Word and Excel),
  • Excellent command of English
  • Knowledge of SAGA accounting software is a plus

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

  • Fixed-term contract – 4 months minimum – Maternity leave replacement
  • Position based at the headquarters of Solidarités International, in Clichy la Garenne (Metro Mairie de Clichy) with field travel (20%)
  • Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month (flat rate paid monthly). In accordance with the Teleworking Charter in force and the manager.
  • Gross monthly salary: €3,183 or €3,316 depending on the salary scale in force
  • Leave: 2.0833 CP/month and 1 day of RTT/full month of work
  • Mutual insurance (80%), restaurant tickets (60%), transport tickets (50%) covered by the association
  • Recovery days and 100% medical coverage during field trips.
