SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over twenty countries, SI teams – made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
JOB DESCRIPTION
The Management Controller joins the Myanmar, Nigeria, South Sudan and Afghanistan Desk team, made up of 7 people. The desk team is in charge of managing 4 Solidarités International missions and contributes to the implementation of humanitarian strategies in each of these contexts thanks to funding from donors, such as ECHO, CDC, CIAA, BHA, FCDO or United Nations agencies.
Within the desk, you are responsible for monitoring the sound financial management of all missions, i.e. a total budget of approximately €27 million planned for 2024. You are the point of contact for all financial matters in the geographical area, both at headquarters and in the field. You ensure the budgetary management of the missions, you are responsible for ensuring compliance with internal procedures and those of donors. In collaboration with the headquarters and field teams, you participate in developing the annual strategy for the missions and the desk by defining and monitoring the annual budget.
You supervise the 4 administrative and financial coordinators in the field, as well as a CDG assistant and a technical assistant at headquarters.
You will also join a pool of Management Controllers , coordinated by the Management Control Manager. Within this pool, you will be able to exchange best practices, capitalize on your experiences and contribute to the development of tools and procedures.
You have field experience in a financial coordination position, you want to work at the headquarters of a dynamic association while maintaining a lot of interactions with the field, you like financial and human challenges, you like managing international teams, this position is made for you. You are proficient in Excel and English, you are rigorous, dynamic and creative, you will be able to meet the many challenges of this position.
Through 4 essential pillars of the position: Analytical Quality of accounting; Budget management; Financial and administrative management of contracts; annual programming;
he/she (non-exhaustive list):
Ensures compliance with the monthly financial cycle (calendar / uploading of documents – files)
Leads the annual accounting closing process for the desk countries
Supervises the financial procedures implemented on the missions
Checks the updating of the allocation tables and their consistency with budgetary monitoring
Ensures consistency between budgetary monitoring and operational development of the programs with the Program Manager
Monitors cash flow requirements on missions and follows receipts of funds from donors in conjunction with the relevant Field Accounting Officer
Monitors and validates the budgetary part of the proposals
Participates in the annual programming of the missions of the desk and the missions department:
Exercises functional authority over the Administrative Coordinator(s) of the missions through the validation of candidates during recruitment, pre-mission briefings, monitoring of work on the mission, performance interviews and debriefings.
Supervises the CDG Deputy and the Support Assistant: recruits and sets their objectives, ensures their training, their integration and supports them through a system of progressive delegation, carries out their evaluation.
YOUR PROFILE
Higher education, such as a business school, master’s degree in management/finance,
Essential experience in an NGO in a financial coordination position in the field – 2 years, or in a similar position. This position requires a good command of accounting and management procedures, knowledge of donor rules (ECHO, EU, BHA, FCDO, UNICEF, etc.), extremely rigorous work, good interpersonal skills with the various departments and expatriates in the field,
Proficiency in the most common office software (Word and Excel),
Excellent command of English
Knowledge of SAGA accounting software is a plus
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
Fixed-term contract – 4 months minimum – Maternity Leave Replacement
Position based at the headquarters of Solidarités International, in Clichy la Garenne (Mairie de Clichy metro station) with field trips (20%)
Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face time per month (flat rate paid monthly). In accordance with the Teleworking Charter in force and the manager.
Gross monthly salary: €3,183 or €3,316 according to the current salary scale
Leave: 2.0833 CP / month and 1 day of RTT / full month of work
Mutual insurance (80%), meal vouchers (60%), transport tickets (50%) covered by the association
Recovery days and medical coverage covered 100% during field trips.
