WHAT DO WE DO …
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
JOB DESCRIPTION
Under the hierarchical authority of the Deputy Director of Operations for Programs, the Operational Program Manager supports the operational translation of norms, standards and quality practices with the headquarters and field program teams. To do this, he/she forms a strong collaboration with the MEAL and Quality Approaches Manager.
He/She ensures the functional management and coordination of the program teams at the desk level (Operations), the hierarchical management of the Voltigeur.euse Deputy Country Director for Programs (OSS DPA Prog) as well as the animation of the network of program coordinators.
Strategic direction
Supports the Program Desk Representatives (RP) in the exercise of supporting country teams for the definition and operationalization of country strategies and programming, in conjunction with the DOAP team;
Leads the annual “operational program” programming exercise with the PR desk in connection with the institutional strategy, develops the team’s annual action plan and ensures its monitoring.
Quality and operational relevance
Supports desk teams in their strategic thinking exercises on project/program management: problem solving, orientations, etc. as required ;
In conjunction with the MEAL and Quality Approaches team, ensures the management of programmatic information and the archiving of program documents linked to grant contracts;
Conducts regular field visits (3 to 4 per year lasting approximately 2 weeks).
Creation of expertise
Contributes to the creation, updating, centralization and dissemination of country procedures, guides and tools, in particular project implementation and monitoring tools in collaboration with DOAP teams;
Contributes to the development and management of an internal Community of Practice programs (headquarters/country, intercountry communication);
With HR services, contributes to the development of mechanisms to strengthen the skills of program teams.
Human Resource Management
Coordinates the definition of standard organization charts for all program professions (including technical) in conjunction with the other DOAP divisions and the HR team;
Coordinates the development of standard program position profiles in coordination with the HR department and PR;
Supervises the PR Desk, sets individual objectives and carries out EAPs jointly with their line manager (Regional Directors)
External representation / coordination
Maintains exchanges with peers from other NGOs;
Develop operational partnerships with other humanitarian actors in support of countries;
Internal coordination
Identifies and contributes to the completion of institutional and interdepartmental projects;
Coordinates program country monitoring meetings;
In collaboration with the DOAP Unit Managers, established a collaboration and information mechanism between DOAP and Program teams.
YOUR PROFILE
EDUCATION: Master’s degree in humanitarian project management or equivalent.
EXPERIENCE: At least 5 years of experience in humanitarian missions in program positions (including at least two years in coordinator positions).
Experience in a Program Referent position or equivalent in headquarters of at least 2 years.
TECHNICAL AND METHODOLOGICAL SKILLS:
Team coordination.
Carrying out complex cross-functional and inter-business projects.
Development of procedures, methodologies and tools for defining programmatic or management strategies.
Change management.
Excellent command of adaptive project management methodologies.
Good knowledge of SAME, EAH and Shelter analysis programs and frameworks/tools.
Previous experience in designing and delivering training.
Prior experience in setting up communities of practice.
IT SKILLS:
Mastery of software: database, office suite
Mastery of layout software is an asset
Mastery of internal network interface/platform is an asset

Position based at the headquarters of Solidarités International, in Clichy la Garenne (Métro Mairie de Clichy)
Possibilities for field travel Fixed-term
contract_ 12 months _ Executive status
Gross monthly remuneration of: €3,502 or €3,647 (2 levels) depending on the grid in force at headquarters
Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month (100% TT package paid monthly). Depending on the profile and experience of the candidates and in accordance with the Teleworking Charter in force
Leave: 2.0833 CP / month and 1 day of RTT / full month of work
Mutual (80%), restaurant vouchers (60%), securities transportation to Île de France (50%) covered by the
Recovery Days association and 100% covered medical coverage during field trips.
