REMIT provides technical assistance (TA) to Government of Pakistan (GoP) to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth. The programme works towards supporting GoP, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms; address investment environment challenges; facilitate trade and drive competitiveness by reducing the barriers to trade; and improve the macroeconomic policy and its management. To deliver the programme activities, REMIT engages with a diverse set of counterparts both at the federal and provincial levels. At the federal level, REMIT engages with the Prime Minister’s Office (PMO), State Bank of Pakistan (SBP), Ministry of Finance (MoF), Ministry of Planning Development & Special Initiatives (MoPDSI), Controller General of Accounts (CGA), Federal Board of Revenue (FBR), Board of Investment (BoI), Ministry of Commerce (MoC), Trade Development Authority of Pakistan (TDAP), Ministry of Industries & Production (MoIP), Pakistan Single Window (PSW). The counterparts at provincial level include but not limited to the Office of Chief Secretary (CS), Planning & Development (P&D) Board, Board of Investment & Trade, Provincial Revenue Authorities (PRAs), and department of Industries and commerce.
The scale and scope of REMIT’s work requires the programme to offer wide ranging support for development of policies at federal, provincial, and institutional level. One of the key intervention is to develop institutional capacities at federal level within MoF and MoPDSI to inform decision making for matters related to Gender and Climate Change. The proposed activity is designed to deliver two outputs, the first one relates to the budget and expenditure tagging and analysis of Climate & Disaster and the second one deals with a gender-related budget and expenditure tagging.
Objective
The main objective of this engagement is to assist the climate and gender budget tagging team in navigating the CGA’s FABS system.
Scope of work
REMIT has initiated a study to enhance the capabilities within key ministries and departments of GoP for robust tracking of climate change expenditures, gender-based budget planning, and disaster-related expenses. To achieve this, the team requires the expertise of a SAP ABAP professional with a minimum of 15 years of experience in the public sector, particularly with CGA’s FABS system.
Duties and Responsibilities:
The assignment will cover the following aspects and may entail other activities with evolving circumstances:
- Climate Change Expenditure Tracking System:
Develop a robust module for tracking climate change expenditures at the federal level, including comprehensive functionalities for budget allocation, expense monitoring, and reporting.
- Gender-Based Budget Planning:
Design and implement a gender-sensitive budget planning module within the existing SAP ABAP framework, ensuring that budget allocations are aligned with gender-related initiatives.
- Disaster Expenditure Tracking System:
Extend the SAP ABAP system to include a disaster expenditure tracking module, allowing for efficient monitoring and reporting of expenses related to disaster management.
- Expenditure Tracking Reports:
Create a set of reports that can generate expenditure tracking insights at various levels, including country level, functional level, and government entity levels, based on the government’s charts of account.
- SAP BI Dashboard Development:
Develop a comprehensive SAP BI dashboard to provide stakeholders and decision-makers with real-time insights into climate change, gender-based budget planning, and disaster-related expenditures.
- Integration with BW/4HANA:
Extract data seamlessly from OLTP servers to the OLAP BW/4HANA system, ensuring data integrity, security, and optimal performance.
- Data Sources Development:
Establish and configure data sources within the SAP ABAP environment to facilitate accurate and reliable data extraction for reporting purposes.
- User Training:
Conduct training sessions for end-users, ensuring they are proficient in utilizing the new modules, reports, and dashboards.
- Documentation:
Create detailed technical documentation for the implemented solutions, including coding standards, configurations, and data flow diagrams.
Technical experts/ resources
The expert will be required to have:
- A master’s degree in Computer Science or a related field.
- A minimum 15 years of experience in SAP ABAP development, specifically within the public sector and World Bank environment.
- ABAP Certified.
- SAP Analytics Cloud (SAC) Certified.
- Data Analytics Certification.
- Proficiency in SAP BI and integration with BW/4HANA.
- Strong knowledge of government charts of account and reporting requirements.
- Proven track record of successful user training and documentation.
- Proven ability to work collaboratively with diverse stakeholders.
- Ability to work flexibly and at pace.
Reporting
The expert will report to the Output Lead and Team Leader of REMIT Programme.
