FSL OTI IT Team Lead (Operations Officer) (FS-02) – Washington, D.C. At US Agency for International Development

The OTI Operations Officer (IT Team Lead) is a full-time Foreign Service Limited (FSL) position at the FS-02 equivalent level and located in Washington, D.C. This position will serve as the Information Technology (IT) Team Lead in the Office of Transition Initiatives (OTI) at the United States Agency for International Development (USAID). OTI supports U.S. foreign policy objectives by helping local partners advance peace and democracy while providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs.

The IT Team Lead supervises a team of various contractor staff supporting the full IT development life cycle, including small-scale yet modern web applications for both U.S. and international based users, as well as providing other IT support. The IT Team Lead is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI. Experience with budget management (preferably IT budget management), providing project timelines and progress reports, performing project risk audits, developing and/or upholding IT policy and security requirements is necessary for success in this role. Effective delegation, supervisory, and customer service skills are also crucial.

As an expert in the Office’s support operations business model, the IT Lead:
● Provides IT and operational project management that enables rapid response to complex
political crises;
● Oversees OTI IT systems, operations, and architecture to ensure office needs are met and
ensure compliance with USAID policies;
● Provides strategy and vision for the team, managing and prioritizing IT related projects,
ensuring targets are met, while coordinating the efforts of the team with internal and external
stakeholders;
● Aligns OTI’s program needs with available technology to solve business problems, promote
productivity and efficiency; providing status reports, project risk audits, and justification when
plan timelines need to be adjusted;
● Serves as Contracting Officer’s Representative (COR) for IT related contracts and agreements;
● Leads OTI IT system user service support initiatives; ensuring the provision of training and
assistance for staff on the usage of OTI proprietary software and other applications not
supported by USAID/CIO;
● Represents OTI to the Agency’s CIO and interagency fora on IT issues, advocating to advance
and/or protect OTI equities within Agency processes and resources;
● Builds stakeholder relationships within and outside OTI, effectively communicating regarding
IT issues with non-IT professionals;
● Ensures control over OTI IT systems within USAID’s framework on FISMA and FITARA;

● Oversees management, logistical, budget, administrative, human resources, and contractual
issues for the team (may supervise several team members and manage one or more
contracts);
● Performs other related duties as assigned.
