GBV AoR Capacity Development Strategy Consultancy At United Nations Population Fund

Purpose of consultancy:

The GBV AoR coordinates and implements capacity building initiatives for GBV specialists, including program managers, information management officers and inter-agency coordinators at the local, national and international level. Over the past five years, the GBV AoR Capacity Building Strategy (2015-2020) has guided the GBV AoR’s capacity development work. Substantive progress has been made in building the capacity of the GBV sector towards safer, more ethical and appropriate approaches to GBV in humanitarian settings. With the capacity building strategy ending in 2020, a new Capacity Development Strategy is envisioned for 2021-2025

In close collaboration with the GBV AoR coordination team, the Capacity Development Strategy Consultant will conduct desk review, consultations and draft the new strategy. . The objective of the strategy will be to assess and link identified capacity building needs and priorities at the field level with capacity development resources and opportunities, leveraging the GBV AoR capacity development and technical support portfolio, while finding new ways to learn and connect virtually.

Scope of work :

Under the direct supervision of the GBV AoR coordinator, and in close collaboration with the GBV AoR membership;

The consultant will :

● Conduct desk review, consultations with key stakeholders through key informant interviews, a survey and facilitate feedback discussions at country level.

● Organize, facilitate, and document virtual global and field level consultations through interviews, webinars, dedicated calls, quick survey or oversight of direct field level consultations directly organized by GBV AoR Core Members, GBV Sub-Cluster Coordinators and*/*or Regional Emergency GBV Advisors in the field (5-10 consultations, detailed plan for consultations to be developed as part of the consultancy).

● Analyze trends in capacity building needs and engage with appropriate stakeholders.

● Identify capacity building methodologies and explore newly emerged methodologies as a by-product of the COVID pandemic; consult various stakeholders on preferred methodologies and consider impacts.

● Engage with REGAs and national coordinators to determine capacity building and technical support needs.

● Identify possible loopholes and scale up areas in the GBV AoR coordination functionalities to ensure holistic capacity strengthening.

● Conduct extensive research into existing capacity building materials and suggest ways to develop them further.

● Engage with GPC, CP and other clusters to map and draw on the existing capacity building strategies and initiatives, and the documented promising practices on sustainability of these initiatives

● Engage with local actors and relevant stakeholders, e.g local organizations co-leading sub-clusters, GBV AOR local core members and localization focal points to explore and identify the capacity and technical needs of local actors, including women-led organizations, to be reflected in the strategy.

● Relevant to the previous point, engage with the Learning Coordinator on the WLOs coleading coordination groups project, and the current local organizations coordinating the GBV working group on the national and sub-national level, to consult and facilitate discussions around capacity building needs and preferred methodologies

The incumbent will report to GBV AoR coordinator on the basis of weekly update and review meetings.

Required Expertise and Qualifications:

Education :

● Master’s degree or equivalent in gender studies, social anthropology, public health, or other related field.

Knowledge and Experience:

● Proven capacity to produce strategic program documents of high quality.

● 10 to 15 years of humanitarian experience at field and global levels; GBV, GBViE or related work experience carried out in humanitarian, transition, or fragile field contexts.

● Experience of working across multiple humanitarian sectors and proven knowledge of humanitarian architecture and coordination mechanisms.

● Full understanding of cluster and humanitarian architecture in particular of the Global Protection Cluster and GBViE Coordination.

Languages:

● Fluency and excellent written and oral communication skills in English. Good knowledge of French/Spanish is a plus.
