General context of the project
Since December 2013, the Central African Republic has been facing a serious political crisis leading to a prolonged humanitarian crisis. Despite the political transition and the presidential elections organized in 2016 and the presence of MINUSCA since 2014, the country is still experiencing strong instability throughout its national territory. There are movements of civilian populations and violations of human rights following the activities of armed groups still active in almost all prefectures. The most striking cases are those of the prefectures of Kemo, Nana Gribizi, and Ouham, where INTERSOS has been working since 2014 alongside the UNHCR and other donors, to conduct protection monitoring activities and take charge of more vulnerable.
The objective of the project is to strengthen the protection of internally displaced persons and returnees, as well as members of the host community residing in the prefectures of Nana Gribizi, Kémo, Ouham, Ouam Pende, la Ouaka and Haute Kotto. protection monitoring and border monitoring, which will make it possible to know the protection risks and the most frequent human rights violations and to identify protection cases, including SGBV and child protection, for which the decision holistic support becomes necessary.
The project aims to involve beneficiaries in the identification of protection risks and prevention, while strengthening the response through the coordination of all actors present in the area.
Protection monitoring will make it possible to collect all the information useful for the analysis of human rights violations which will be translated into advocacy towards the humanitarian community and the Government.
General objective of the position
The SGBV Specialist’s mission is to coordinate monitoring, recording and management of GBV cases in all project sites. This person will be based in Kaga-Bandoro with regular field visits to support local SGBV teams deployed in bases and sub-bases. This position will supervise the work of a team of around ten people, technically supervise GBV throughout the Mission and report to the Project Coordinator.
Main responsibilities and tasks
- Provide technical monitoring necessary to develop a quality protection/GBV program in the areas covered.
- Ensure the representation of INTERSOS in the GBV Working Groups and the GBV Sub-cluster at the national and regional level.
- Ensure compliance with the work plan and propose adjustments if necessary
- Ensure monitoring and evaluation of GBV activities through the development and updating of monitoring tools in conjunction with the Project Coordinator;
- Guide and supervise the implementation of protection case management activities according to the project timeline, with emphasis on technical aspects and quality assurance through close monitoring, supervision and training for national staff;
- Ensure that international minimum standards and INTERSOS standards in case management and support activities are respected.
- Provide technical support to GBV case documentation and case management according to appropriate forms
- Assess gaps and needs within teams regarding protection case management and provide technical support
- Ensure that data is collected regularly to meet agreed indicators and that data confidentiality is always respected
- Ensure gender integration and transversal GBV using an age, gender, diversity approach
- Develop policies, strategies and common tools for identifying and resolving protection problems against GBV with UNHCR support;
- Develop the capacity to predict and respond most effectively to identified GBV protection gaps and the means to fill them
- Ensure monthly submission of activity reports to the Project Coordinator;
- Contribute to the timely drafting of the monthly internal activity report for the organization, including the PAT monitoring tool with regard to the technical GBV aspects of the project;
- Ensure an adequate line of communication (internal and external) in coordination with the Project Coordinator;
- Report quickly and accurately any difficulties encountered in implementing VGB activities and contribute to the identification of solutions;
- Produce periodic analysis reports to share with the UNHCR on the situation of gender-based violence in INTERSOS intervention areas.
- Participate, according to the guidelines given by the Project Coordinator, in national and regional sectoral coordination meetings
- Human Resource Management :
- Contribute to the selection and recruitment of national project staff assigned to protection/SGBV monitoring activities
- Ensure the effective and objective periodic performance evaluation of the staff under his management and the final evaluation;
- Technically supervise the GBV staff;
Profile required
Education
- Master’s degree in a relevant field (social sciences, psychology, social work, human rights, international relations, humanitarian law or other fields related to social development and humanitarian work)
- Master’s degree desirable (MA or LLM) in human rights, international humanitarian law or related subjects
- Excellent computer skills (Word, Excel and Internet)
Professional experience
- Minimum of five years of relevant professional experience in protection-related sectors, preferably within an NGO.
Professional requirements
- Solid theoretical, technical and practical experience in GBV
- Diplomatic skills in networking with partners, authorities and donors
- Reporting skills, experience with monitoring tools and systems, data collection and analysis
- Capacities to develop a GBV training program
