GBV Case Management Consultant At HIAS

POSITION SUMMARY:

HIAS seeks a GBV Case Management Consultant to support the adaptation of the Inter-Agency GBV Case Management Guidelines to guidelines and training materials that are specific to HIAS and the contexts where HIAS works. This includes distilling current guidelines down to core ideas and making them user-friendly, maintaining a focus on refugees, migrants and those in situations of mobility, and adding additional tools and resources as needed for addressing the types of complex cases seen regularly by HIAS. The consultant will use the Inter-Agency Guidelines and HIAS’ existing case management tools and guidance as a starting point, and then adapt and add content based on the lived experience of HIAS staff and clients. The end product will be GBV Case Management Guidelines and tools that are specific to HIAS and practical for use by HIAS GBV staff, while aligned with international standards. The consultant will also develop corresponding training tools and use them to roll out the HIAS GBV Case Management Guidelines in select HIAS country offices.

The consultant will work directly with the Technical Director, Gender & GBV and in close consultation with HIAS’ GBV program staff in different countries (to be identified), as well as the regional Technical and Senior Technical Advisors for LAC and Africa & Eurasia. The consultant will review global guidance and resources, existing tools being used by HIAS and feedback from HIAS staff to understand what kinds of adaptations and additions are needed and incorporate promising/best practices in specific areas that are relevant to HIAS.

Note, this is a remote, 6-month engagement that begins ASAP.

OBJECTIVES & DELIVERABLES:

  • Develops GBV Case Management Guidelines that are specific to HIAS, practical and user-friendly, based on adaptation of IASC Inter-Agency GBV Case Management Guidelines.
  • Develops suite of training materials to accompany the guidelines.
  • Rolls out new HIAS-specific guidelines to designated country programs, including development of training materials.
  • Creates inception report (2-3 pages), including:
    • Matrix of key issues to be addressed within the adaptation, based on review of existing guidelines, resources and feedback from HIAS staff (documented previously by HIAS).
    • List of new resources/tools/annexes to be included to address the types of challenges and complex cases being faced by HIAS staff.
  • Creates outline of adapted HIAS GBV Case Management guidelines, including specific new resources/tools/annexes to be developed.
  • Creates HIAS GBV Case Management Guidelines draft, revision and final version.
  • Creates training materials developed for HIAS GBV Case Management Guidelines.
  • Ensures guidelines are rolled out in 2-4 locations (combining country programs where possible).

QUALIFICATIONS & REQUIREMENTS:

  • 7+ years of experience providing or supporting case management services in humanitarian settings.
  • In-depth understanding of IASC GBV Case Management Guidelines and GBVIMS Case Management tools, and practical experience using them in programs.
  • Demonstrated experience developing high quality programmatic tools that are user-friendly and contextually relevant; experience developing and/or rolling out guidelines highly desirable.
  • Skilled at developing and implementing interactive trainings.
  • Excellent writing skills.
  • Deep commitment to a survivor-centered, feminist approach to GBV Case Management.
  • Strong understanding of ethical standards for HIAS’ work and GBV programs; upholds organizational values in all aspects of work.
  • Experience in creative, human-centered design of tools and resources a plus.
  • English fluency required, Spanish fluency preferred.
