The Office of Technical and Program Quality (TPQ) leads the Bureau for Humanitarian Assistance’s (BHA) efforts to ensure high quality programmatic and technical leadership,oversight, and guidance. TPQ captures, applies, and strengthens capacity in technical best practices and contextually appropriate programmatic approaches focused on all dimensions of BHA programming from humanitarian response and transition into longer-term resilience programming, as well as risk analysis and early warning. TPQ is responsible for providing policy, normative guidance, tools, facilitation, and capacity building to assist the Bureau in achieving optimal humanitarian outcomes through strategic design, consistent and effective performance monitoring, comprehensive and appropriate evaluation, and purposeful learning across the full spectrum of BHA responses and programming. The Office promotes USAID’s humanitarian voice through active participation and technical leadership in interagency and global fora, including leading the Bureau’s technical engagement with academia and thought leaders. TPQ designs, supports, and coordinates research to advance the effectiveness, efficiency, and impact of BHA programming. TPQ leads BHA in meeting the increasing demand for technical support and guidance in all facets of the Bureau’s work as the geographic and topical areas of coverage expand, and as the Bureau seeks increased technical and programmatic standardization, integration, and oversight to meet Agency, Congressional, and other demands.
The Protection and Community Capacities (PCC) Division ensures that protection, gender, youth, age, and social inclusion are effectively and systematically considered and applied to all dimensions of BHA programming. The combined approaches of PCC ensure that the protection of vulnerable populations affected by crises is central to BHA strategies, responses and programs through systematic provision of life-saving protection services, and that efforts to mitigate the risk of violence, abuse, and exploitation are integrated across all BHA’s programs. PCC ensures the application of humanitarian protection principles, accountability to affected populations, and the promotion of gender, age and social inclusion to ensure meaningful access, safety, and dignity to the most vulnerable groups, and to strengthen the overall impact of BHA programming. The PCC Division provides evidence-based technical leadership, policy, guidance, tools, and capacity building technical leadership and support, including related to the protection sector and its sub-sectors child protection (CP), psychosocial support (PSS), prevention of and response to gender-based violence (GBV), housing, land and property (HLP) rights, and mine action; as well as the broader protection of civilians, gender equality and women’s empowerment, protection from sexual exploitation and abuse (PSEA), social inclusion and accountability to affected populations (APP).
USAID has prioritized gender, age and social inclusion in all of its programming. BHA seeks an experienced professional who is motivated to help BHA substantially build upon the GASI team’s current achievements and promote gender equality and the empowerment of women and girls – in all their diversity – and integrate gender, age, diversity and social inclusion in BHA programming. The Gender, Age, and Social Inclusion Specialist must be driven to try to achieve bureau-wide improvements through consistent guidance, collaboration, capacity building, and direct response support.
OBJECTIVE
BHA requires the services of a Gender, Age, and Social Inclusion Specialist to enhance its capability to ensure gender, age and social inclusion guidance and best practices are incorporated throughout BHA’s responses and the programs its funds; to provide technical guidance on gender, age, disability and social inclusion issues – including gender equality and women’s empowerment, positive youth development, and gender, age, disability and social inclusion – and to ensure that these issues are communicated effectively and incorporated into policies throughout USAID, the interagency, and the donor community.
The ideal candidates will be highly effective team members; will be motivated, organized, responsive, adaptable, and diplomatic; and will be able to manage stress well. The GASI team seeks candidates who are motivated to support BHA’s mandate and who are committed to enhancing BHA’s use and promotion of internationally recognized, evidence-based gender, age and social inclusion practices in its responses to humanitarian crises around the globe.
DUTIES AND RESPONSIBILITIES
- This position will require travel up to 20 percent of the time.
- Technical guidance & support
- Provide technical advice on all issues relating to gender, age, disability, and social inclusion issues, particularly gender equality, positive youth development, and inclusion.
- Contribute to the formulation and articulation of appropriate strategies and activities to ensure gender, age and inclusion best practices are mainstreamed in emergency response and early recovery, risk reduction, and resilience (ER4) programming.
- Provide technical review of gender, age and disability inclusion issues in proposals and concept notes submitted to BHA.
- Advise regional teams and BHA partners on appropriate strategies and activities to ensure gender, empowerment, and inclusion principles and best practices are elevated and mainstreamed in emergency response, early recovery, resilience, and disaster risk reduction programming (including integration of positive youth development, age, and disability considerations).
- Travel to the field, sometimes at short notice and for extended periods of time, to advise regional teams on gender, age and social inclusion issues.
Policy, Advocacy, and Communications
- Contribute to technical, thought, and organizational leadership within BHA, in gender and inclusion-related forums and discussions, within the USG, and through helping to develop and represent policy and technical positions to advance BHA’s inclusion and gender-related work.
- Develop collaborative and proactive working-level relationships with G3PC and Geo colleagues in order to contribute to the development and implementation of clear and concise policies, positions, and communications materials on gender and inclusion issues for BHA and USAID.
- Develop and maintain cooperative working relationships with UN agencies, NGOs, coordination bodies, and relevant USG offices.
- Provide written and oral responses to requests for information on BHA’s gender, age and social inclusion activities and policies for a wide range of USG and public audiences. These responses may take the form of briefing papers, memorandums, talking points, fact sheets, formal presentations, and informal briefings.
- Coordinate with BHA Gender, Age and Social Inclusion team and Protection and Community Capacities Division colleagues to develop internal policies, strategies, and program standards;
General duties:
- Take relevant training courses to become an activity manager on a range of BHA awards, as assigned.
- Become qualified for, and serve as needed on, Washington-based Response Management Teams (RMTs), which provide services and support to DARTs deployed in response to disasters. The duties on RMTs will be varied.
- As needed, serve on Disaster Assistance Response Teams (DARTs) which may require immediate (within 24 hours) deployment overseas for an extended period of time.
- As appropriate, for cross-training purposes to enhance operational awareness, may serve on temporary details, not to exceed six months, within the office. Duties performed while on detail will be directly related to the duties and responsibilities outlined in the scope of work.
EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION
Bachelor’s degree with significant study in or pertinent to the specialized field (including but not limited to: international law, economics, international relations, anthropology, sociology, political science, history, disaster management, social work, public health, or humanitarian affairs) plus a minimum of seven (7) years of relevant work experience. Experience must include field work (foreign or domestic) in international humanitarian assistance and/or disaster response needs assessment, analysis, emergency relief program operations, or post-emergency rehabilitation.
Required work experience:
- Seven years of relevant professional experience in emergency relief, humanitarian assistance, or international development. In order for experience to be deemed relevant, it must have a humanitarian or transition focus and must contain experience relevant to at least one of the following fields: humanitarian assistance, international humanitarian law, international human rights, humanitarian policy, internally displaced persons and refugee issues, transitional justice, rule of law, conflict resolution, social work, public health, or a related field.
- Professional experience or academic training must demonstrate knowledge of or skills relevant to humanitarian protection, and the integration of gender, age, and social inclusion in humanitarian action or international development activities.
- Demonstrated experience working effectively as part of a diverse team.
- Demonstrated ability to communicate with others effectively.
Desired work experience:
- Experience in the field on a humanitarian response is highly desirable.
- Professional experience should also include implementing a humanitarian gender or inclusion program, including gender equality, disability inclusion, positive youth development as a program manager for an NGO; advising an NGO or firm on humanitarian gender and/or inclusion issues; working on humanitarian gender and/or inclusion issues or policy at UN agencies or within the USG; researching humanitarian gender and/or inclusion issues at a university or think tank; or other experience directly relevant to humanitarian gender, age and social inclusion.
