Summary of Consultancy

Headlight Consulting Services seeks consultant(s) to provide short-term Gender Analysis support to ongoing projects. This engagement is to support the USAID/Djibouti Country Program conduct a Gender Analysis for their 2024 – 2028 Strategic Framework and enable crucial gender inclusion within their activity implementation. This is a temporary remote position (estimated at ~140 hours) that will report virtually to the Senior Gender Expert. The ability to work overlap with East Coast (GMT -5) and East Africa (GMT +3) time zones is required.

The tentative timeframe of this temporary remote position is 12 January 2024 through 12 March 2024. These dates are subject to change.

Responsibilities

The Gender Analysis consultant will be responsible for a variety of tasks, depending on need, but are likely to include the following outlined responsibilities, in support of ongoing Headlight projects:

  • Conduct qualitative analysis (including data coding) on existing documentation, provided data sets, and newly collected data
  • Draft findings, conclusions and recommendations, based on qualitative analysis
  • Contribute to drafting and reviewing reports or other learning products, based on analysis
  • Participate in data collection efforts by conducting interviews and/or facilitating focus group discussions
  • Assist with logistics in organizing data collection efforts
  • Maintain trackers on progress
  • Contribute to individual and team workplanning and coordination
  • Regularly participate in team communications to maintain consistency and quality assurance throughout data collection and analysis
  • Provide quality assurance of all deliverables

Qualifications

  • Master’s in economics, public policy, development, or other related fields, or a Bachelor’s and an additional 3 years of experience in qualitative analysis.
  • 5+ years of professional experience in international development, research, and/or gender analysis evaluations.
  • Demonstrated experience with qualitative data analysis, statistical analysis, and associated applications required.
  • Familiarity with public policies addressing gender and social inclusion gaps, gender-based violence, disability, and gender agendas and programs of the main development agencies in Djibouti.
  • Familiarity with contacts with academia, think tanks, government institutions and NGOs in order to be able to set up expert interviews and focus groups for primary data collection.
  • Fluency in written and spoken English
