DevWorks supports people and institutions to enhance service delivery, strengthen local capacity, and enable equitable economic growth and prosperity. We deliver inclusive, market-based solutions across several technical areas: agriculture and food security, water security, sanitation and hygiene (WSSH), private sector development, governance, and climate and resilience.

DevWorks is recruiting for a local Gender and Inclusive Development Consultant for the Feed the Future Bangladesh Sustainable Aquaculture Activity. The Activity aims to enhance inclusive and sustainable aquaculture sector growth in Bangladesh through a market system approach to improve rural household income and nutrition.

The Gender and Inclusive Development Consultant will contribute to the Gender and Inclusive Development Analysis being conducted during project start-up, as well as overall gender equality and social inclusion (GESI) integration into Year 1 work planning. This analysis will guide project interventions to enhance gender equality, social inclusion, and sustainable development outcomes within the aquaculture sector. A critical aspect of this role involves engaging the private sector to understand their roles, business models, and potential for promoting inclusive practices, and providing actionable recommendations for fostering gender-responsive and inclusive business strategies. Major tasks and responsibilities include:

  • Desk Research: Analyzing existing literature, studies, and reports on gender dynamics and social inclusion in the aquaculture sector in Bangladesh. Reviewing best practices and successful models of social inclusion in Bangladesh.
  • Stakeholder Engagement and Data Collection: Identifying key stakeholders, including marginalized groups (e.g., women, youth, indigenous communities, and persons with disabilities) and private sector actors for consultation and developing an inclusive stakeholder engagement plan.
  • Data Collection and Analysis: Facilitating focus group discussions (FGDs) and key informant interviews (KIIs) with relevant aquaculture stakeholders. Conducting field visits to collect data on barriers to and opportunities for equitable participation in aquaculture activities. Assessing gender-based constraints in aquaculture and documenting practices, perceptions, and roles of different groups in aquaculture market systems. Identifying gaps in participation, leadership, decision-making, and benefits for marginalized groups. Proposing strategies to address identified barriers, ensuring alignment with local cultural and socio-economic contexts.
  • Private Sector Engagement: Identifying and engaging private sector stakeholders to understand their business models, roles, and existing practices related to gender and social inclusion. Facilitating dialogue with private sector actors within the aquaculture sector to explore innovative opportunities for integrating gender-inclusive practices into their operations. Identifying incentives and benefits for private sector stakeholders to adopt gender-inclusive practices, ensuring alignment with sustainable development goals.
  • Deliverables: Contributing to and/or reviewing the Year 1 work plan and advising on GESI integration, emphasizing private sector roles and commitments. Supporting writing of the Gender and Inclusive Development Analysis deliverable.

Qualifications

  • Prior experience supporting GESI integration for a USAID or other donor-funded project in Bangladesh.
  • Experience with projects involving agriculture, aquaculture, and gender and inclusion.
  • Demonstrated experience conducting gender and inclusion analyses and writing reports.
  • Demonstrated experience working with private sector actors in development projects.
  • Strong understanding of women-led private sector business models.
  • Excellent communication and facilitation skills, with the ability to engage diverse stakeholders.
  • A bachelor’s degree or higher in gender, international development, public policy, or a related field.
  • Excellent writing, analytical, communication, and interpersonal skills.
  • Fluency in English required.
